Utilities Engineer - Infrastructure and NOC Coordination Dubai
Position Overview
Parsons Corporation is seeking an experienced Utilities Engineer to join our infrastructure design team in Dubai. This role focuses on utility design, NOC coordination, and liaison with local authorities to support major infrastructure projects across the emirate.

What You'll Do

• Prepare utility drawings, cross sections, and documentation using Autodesk Civil 3D and Bentley OpenRoads Utilities
• Monitor and track utility NOC submissions and ensure timely approvals
• Liaise with local authorities including RTA, DEWA, and Dubai Municipality for technical clarifications and approvals
• Coordinate utility designs and ensure alignment with authority standards and project specifications
• Attend design and NOC coordination meetings and communicate updates to internal stakeholders
• Support the engineering team with data collection, reporting, and design improvements
• Provide technical oversight for CAD designers and junior engineers
• Prepare design packages, calculations, and documentation required for procurement and installation
• Maintain detailed reports on authority communications and pending approvals
• Ensure compliance with all regulatory standards for infrastructure design and execution

Ideal Profile

• Bachelor's degree in Engineering (Civil or related field)
• 6+ years of experience in utility design and NOC coordination, ideally in the UAE infrastructure sector
• In-depth knowledge of Dubai's infrastructure systems and authority approval processes
• Proven track record working with developers and government authorities in the Emirates
• Familiar with utility regulations and standards for Dubai and Northern Emirates
• Strong communication, coordination, and reporting skills
• Ability to manage multiple projects and priorities under tight deadlines
