Senior NOC Engineer - Infrastructure and Utilities - AECOM Middle East - Dubai, UAE
Position Overview
AECOM Middle East is hiring a Senior NOC Engineer to manage, coordinate, and monitor all No Objection Certificate (NOC) processes for infrastructure and utility projects across Dubai. The role ensures timely submission, tracking, and approval of NOC applications with authorities such as RTA, DM, DEWA, Etisalat, and DU. The successful candidate will oversee technical coordination between design, supervision, and contractor teams to resolve utility conflicts and ensure compliance with regulatory and project requirements.

Key Responsibilities

• Manage and coordinate all NOC applications with authorities and utility agencies including RTA, DM, DEWA, Etisalat, DU, and Civil Defense
• Review NOC drawings, documentation, and submissions to ensure accuracy and completeness prior to authority submission
• Track all NOC requests and approvals, maintaining detailed registers of applications, comments, and correspondence
• Liaise with design consultants, contractors, and authorities to resolve utility coordination issues during design and construction phases
• Ensure timely clearances and approvals for activities such as microtunneling, stormwater, and road corridor works
• Attend authority and stakeholder meetings, prepare presentations, and represent AECOM in coordination discussions
• Review and validate utility layouts, diversion designs, and as-built drawings for compliance with authority standards
• Support supervision teams in verifying that site works conform to approved NOCs and permit requirements
• Maintain updated knowledge of RTA, DM, and DEWA e-portal systems and online submission procedures
• Prepare weekly and monthly reports summarizing NOC progress, pending submissions, and risk areas
• Coordinate with internal project teams to align project timelines and deliverables with authority approval schedules
• Ensure full compliance with AECOM's document control and quality procedures
• Support resolution of on-site technical issues related to utilities and coordinate with stakeholders to prevent project delays
• Maintain positive relationships with all authority representatives to ensure smooth communication and process efficiency

Ideal Profile

• Bachelor's degree in Civil Engineering or related discipline
• Minimum 8 years of experience in utility coordination and NOC management within infrastructure or road projects
• Proven track record of working with RTA, DM, DEWA, Etisalat, DU, and related UAE authorities
• Strong understanding of utility networks including stormwater, sewerage, potable water, power, telecom, and irrigation
• Experience in large-scale infrastructure or microtunneling projects preferred
• Proficiency in AutoCAD, GIS, and authority e-portal systems (RTA eNOC, DM eServices, DEWA, Etisalat E-NOC, etc.)
• Excellent communication, follow-up, and stakeholder coordination skills
• Minimum 5 years of experience within Dubai infrastructure projects
