Senior Planning Engineer - Infrastructure and Utilities - AECOM Middle East - Dubai, UAE
Position Overview
AECOM Middle East is hiring a Senior Planning Engineer to oversee project scheduling, progress monitoring, and forecasting for large-scale infrastructure and utilities projects in Dubai. The role is critical in ensuring construction milestones are achieved through effective planning, coordination, and control across design, procurement, and execution stages while maintaining alignment with contract requirements and client expectations.

Key Responsibilities

  • Develop, maintain, and update project schedules using Primavera P6 covering design, procurement, and construction stages
  • Review and validate contractor baseline programs, sequencing logic, and resource allocation for compliance with project and contractual requirements
  • Monitor actual progress against planned milestones and identify delays or variances with root-cause analysis and corrective actions
  • Coordinate with Resident Engineers, cost control, and construction teams to verify progress and ensure accurate reporting
  • Prepare detailed weekly and monthly progress reports highlighting key milestones, variances, and recovery strategies
  • Evaluate extension of time (EOT) claims, delay analyses, and revised schedules per contractual procedures
  • Develop project performance indicators, cash flow projections, and resource histograms to support management decisions
  • Conduct "what-if" scenarios and impact analyses for proposed design or schedule changes
  • Collaborate with multi-disciplinary teams including engineering, procurement, and cost control to ensure schedule consistency and integration
  • Participate in progress meetings with contractors, consultants, and clients to review schedule performance and mitigation measures
  • Support project risk identification, trend analysis, and forecasting of potential schedule impacts
  • Mentor junior planners and engineers in planning, monitoring, and project control techniques
  • Ensure compliance with AECOM's Project Management and Control procedures, data integrity, and documentation standards
Ideal Profile
  • Bachelor's degree in Civil Engineering, Construction Management, or related field
  • Minimum 10 years of post-graduate experience in planning, scheduling, and monitoring for infrastructure and utilities projects
  • Certified in Primavera P6 with proven expertise in developing complex, resource-loaded schedules
  • Solid experience in EOT assessment, critical path analysis, and progress measurement systems
  • Hands-on experience managing schedules for stormwater, sewerage, microtunneling, and road infrastructure projects
  • Prior UAE experience essential, preferably on Dubai Municipality (DM) or RTA projects
  • Proficient in Primavera P6, MS Excel, and related project control software
  • Excellent analytical, communication, and reporting skills with the ability to interpret technical data effectively
