Strategic Planning & Excellence Senior Manager

Job Description

A federal council in Abu Dhabi is expanding its team and is hiring a Strategic Planning & Excellence Senior Manager who will oversee planning and performance management activities to deliver effective strategic organizational planning and performance management activities aimed at achieving the Council\'s strategic objectives.

KEY ACCOUNTABILITIES:
  • Lead development of annual plans (Strategic objectives, strategic initiatives and respective Key Performance Indicators) in close coordination with the Deputy Secretary General and based on the goals and objectives.
  • Lead the development of analytical findings & recommendations relating to regular planning and performance tasks such as business plan preparation, performance tracking measurement, and performance analysis reporting.
  • Lead the development/ update of the consolidated business plan while ensuring that synergies have been captured and conflicts have been addressed in the consolidation.
  • Oversee the cascading of the organisational objectives to the respective Organisational Units through workshops with department Heads and/ or planning personnel.
  • Ensure effective communication and alignment with organisational performance to ensure the organisational objectives/ division initiatives are cascaded to concerned employees.
  • Lead management strategy workshops with leadership on an annual basis.
  • Lead functional performance review meetings and organisational performance review meetings on a quarterly basis / as required.
  • Review of existing organisational Planning & Performance systems and advise on consolidation and new tools Lead the development of performance enhancement measures in alignment with Organisational Units and ensures proper implementation
  • Ensure the development of policies, strategies and plans, liaising with internal and external stakeholders as necessary
Budgets
  • Provide input for preparation of the department budgets and lead the implementation of the approved Budget and work plans to deliver department objectives. Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Implement approved department policies, processes, systems, standards and procedures in order to support execution of the departments work programmes in line with Council and International standards. Comply with all applicable legislation and legal regulations.
Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the department in line with the Council Performance framework.
Innovation and Continuous
  • Improvement Design and implement new tools and techniques to improve the quality and efficiency of operational processes. Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with international standards in order to define intelligent solutions for issues confronting the unit.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
  • A minimum of bachelor degree in social sciences, business administration or any other related field, preferably with a relevant postgraduate degree
  • Minimum of 12 years of experience in business or management fields Demonstrated capability and track record in the practice of planning & performance management that has progressed to a leadership role, preferably in the public sector or related industry.
  • Must have the proven ability to handle complex, unstructured problems in a rigorous, analytical fashion.
  • Previous work experience must have been sufficiently broad to assure effectiveness in an assignment to any planning and performance area. Sound business and financial acumen, balanced by a talent for creative thinking and problem solving
  • Demonstrated hands-on management style, adaptable to a changing environment
  • Demonstrated strategic and analytical skills and ability to be resourceful Strong project management skills.
  • Highly effective negotiation skills, capable of working at all levels of an organisation to deliver against outcomes.
  • Excellent negotiating and influencing skills and the ability to work collaboratively with a range of senior stakeholders and across agency boundaries, maintaining and developing effective relationships with a range of partners.
  • Strong knowledge of the relevant legislative frameworks affecting them.
  • Significant experience of managing staff and teams. Significant experience of delivering products and services within budgets
