What Does an Owners Association Manager Do?
- Ensure full legal compliance with Jointly Owned Property Law in Dubai
- Oversee the formation, registration, and day-to-day management of Owners Associations
- Manage relationships with OA Board Members, homeowners, and residents
- Supervise OA site operations, finance, governance, and documentation
- Handle contracts, insurance, common areas, and external vendors
What Are the Key Responsibilities?
- Register and form Owners Associations in accordance with Dubai regulations
- Prepare and implement community rules, policies, declarations, and legal documents
- Organize Annual General Assemblies (AGAs) and Board meetings
- Oversee OA budgets, financial statements, and insurance claims
- Supervise common area maintenance including landscaping, facilities, and building services
- Act as the liaison between the OA and relevant government authorities
- Ensure timely communications and reporting with stakeholders
- Manage internal OA support staff including Coordinators, Supervisors, and Site Inspectors
- Maintain accurate records and ensure documentation is in line with Association Constitution
- Review vendor contracts and ensure service quality from suppliers and facility managers
What Skills Are Needed for an Owners Association Manager in Dubai?
Education & Certification:
- M100 Certification is mandatory
- Bachelor's degree preferred in Business, Real Estate, or related field
Experience:
- Proven experience managing Owners Associations in Dubai or the UAE
- Deep knowledge of jointly owned property laws and community governance
Skills:
- Strong stakeholder management and leadership skills
- Experience managing service providers and community infrastructure
- Excellent communication, documentation, and negotiation skills
- Proficient in preparing AGMs, Board reports, and official correspondence
