Job Description

Position Summary
The Facilities Manager - Hard Services will be responsible for the strategic and operational management of all mechanical, electrical, and plumbing (MEP) systems, building fabric, and life-safety services. The ideal candidate will ensure compliance with all statutory regulations, drive operational excellence, and implement a proactive maintenance strategy to minimize downtime and optimize asset life-cycle. A strong background in the mall or aviation sectors is highly preferred.
? Key Responsibilities
1. Strategic Hard Services Management:

  • Develop and implement a comprehensive Planned Preventive Maintenance (PPM) schedule for all hard services assets.
  • Manage the lifecycle of MEP assets, including condition surveys, replacement planning, and capital project forecasting.
  • Drive continuous improvement initiatives to enhance system efficiency, reduce energy consumption, and lower operational costs.
2. Operational Excellence & Compliance:
  • Ensure 100% compliance with all local, state, and federal statutory regulations related to building services, health, and safety.
  • Manage and oversee all critical systems, including HV/LV electrical distribution, HVAC, fire alarm systems, plumbing, escalators/lifts, and building management systems (BMS).
  • Lead the response to all hard services-related emergencies and breakdowns, ensuring minimal disruption to operations.
3. Contractor & Vendor Management:
  • Procure, manage, and supervise specialist technical contractors for maintenance and project works.
  • Conduct regular performance reviews of service partners to ensure quality, value, and adherence to SLAs.
  • Manage service contracts, negotiate terms, and control the hard services budget effectively.
4. Health, Safety & Environment (HSE):
  • Act as the primary point of contact for all hard services safety matters.
  • Ensure all work is carried out in accordance with method statements and risk assessments (Permit to Work systems).
  • Promote a strong safety culture among staff and contractors.
5. Team Leadership & Collaboration:
  • Lead, mentor, and develop a team of technical staff (if applicable).
  • Work closely with the Soft Services Manager, Security Manager, and other departments to deliver a seamless facilities management service.
  • Provide technical expertise and support for tenant fit-outs and refurbishment projects.
? Requirements & Qualifications
Essential Experience:
  • 8-10 years' proven experience in the Facilities Management industry, with a strong focus on Hard Services.
  • Background in managing complex hard services within shopping malls, aviation (airports), or other critical 24/7 public environments is highly preferred.
  • Demonstrable experience in managing MEP systems, BMS, and life-safety systems.
Technical Skills & Knowledge:
  • In-depth knowledge of building statutory regulations and compliance standards.
  • Strong financial acumen with experience in budget preparation, forecasting, and cost control.
  • Proficiency in Computerized Maintenance Management Systems (CMMS).
  • Excellent understanding of project management principles.
