Job Description

Job Purpose:



The Welfare Manager is responsible for overseeing the daily living conditions, health, and morale of the workforce residing in company accommodation. The primary goal is to ensure all facilities meet international human rights standards, local labor laws, and company policies, fostering a safe and dignified environment for all residents.

Key Responsibilities:



1. Facility Management & Standards:



Oversight:

Manage the daily operations of the accommodation, including room allocations, cleanliness, and maintenance.

Hygiene & Sanitation: Conduct daily inspections of restrooms, kitchens, and laundry facilities to ensure high standards of hygiene.

Catering Supervision: Monitor the quality, quantity, and nutritional value of food provided in the mess hall, ensuring strict adherence to food safety regulations.

2. Compliance & Auditing:



Regulatory Alignment:

Ensure the accommodation complies with local municipality regulations and international welfare standards (e.g., ILO or specific client requirements).

Audit Readiness:

Maintain updated records and documentation for government inspections and internal audits.

Grievance Redressal:

Manage a formal grievance mechanism where workers can report issues regarding their living conditions without fear of retaliation.

3. Health & Safety:



Medical Liaison:

Coordinate with the onsite medical team to manage worker illnesses, emergency transfers, and regular health screenings.

Emergency Procedures: Oversee fire safety drills, evacuation plans, and the functionality of safety equipment within the housing units.

Pest Control: Schedule and supervise regular pest control treatments across the facility.

4. Worker Well-being & Engagement



Recreation:

Organize social, cultural, and sporting events to improve worker morale and mental health.

Orientation:

Conduct welfare inductions for new arrivals, explaining camp rules, rights, and available support services.

Conflict Mediation: Resolve interpersonal disputes between residents to maintain a peaceful living environment.

5. Reporting & Budgeting



Budget Management:

Oversee the welfare budget for food, facility upgrades, and social activities.

Reporting:

Provide weekly/monthly reports to senior management regarding occupancy rates, welfare issues, and corrective actions taken.

Required Qualifications & Skills.

Job Qualifications:



Experience:

5+ years in labor welfare, facility management, or human resources, specifically within construction or industrial camps.

Education:

Bachelor's degree in Human Resources, Social Sciences, or Hospitality Management.

Communication:

Fluency in English is required; proficiency in languages commonly spoken by the workforce (e.g., Hindi, Urdu, Tagalog, Bengali) is a significant advantage.

Certifications:

Knowledge of ISO 45001 (Health & Safety) or SA8000 (Social Accountability) is highly preferred.

Ideal Candidate Profile:



The ideal candidate is someone with high emotional intelligence and a firm but fair approach to management. You must be comfortable working in a high-pressure environment and be willing to be "on-call" for emergencies at the accommodation site.
