Job Description

Position Summary:

The Stakeholder Executive (NOC Engineer) will be responsible for managing all stakeholder coordination, authority approvals, and No Objection Certificate (NOC) processes for building and infrastructure projects in Abu Dhabi. The role requires extensive experience with Abu Dhabi authorities, submission procedures, and permitting portals to ensure timely approvals during design and construction stages.

Experience Requirements:

Minimum

10 years of overall experience

in building and infrastructure projects. At least

2 years of experience in the same role

(NOC Engineer / Stakeholder Manager) within a related industry in Abu Dhabi.

Key Responsibilities:

Manage end-to-end

NOC and permit processes

for building and infrastructure projects in Abu Dhabi. Coordinate with all relevant

Abu Dhabi authorities

(e.g., DMT, ADM, ITC, ADDC, Etihad Water & Electricity, Civil Defence, Telecom Authorities, etc.). Prepare, review, and submit

design and construction submissions

in compliance with authority requirements. Ensure timely approvals through effective follow-ups and stakeholder engagement. Maintain detailed knowledge of

Abu Dhabi authority portals and systems

for submissions, permits, and approvals. Act as the main point of contact between consultants, contractors, clients, and authorities. Identify potential approval risks and propose mitigation strategies to avoid project delays. Track submission status, approvals, comments, and resubmissions. Ensure all stakeholder requirements are incorporated into project designs and execution plans. Support project teams during construction by securing required permits and coordinating inspections.

Key Skills & Competencies:

Strong understanding of

Abu Dhabi authority regulations and approval workflows

. Proven experience handling

NOCs, permits, and approvals

for building and infrastructure projects. Excellent coordination, communication, and stakeholder management skills. Ability to manage multiple submissions and deadlines simultaneously. Proficient in Abu Dhabi

online submission portals

and documentation systems.
