Job Description

Job Objective: Plan, Monitor & Control the project execution and set the Work Performance Baseline and effective Monitoring, Control and Reporting of project controls activities from project initiation until close out. Detailed Duties & Responsibilities: 1. Develop and maintain the project master programme, with attention to detail as Deemed appropriate, in order to allow for proper monitor and control of project performance. 2. Review project schedules (baseline and updates) submitted by different Project Service Providers (Contractors, Consultants, and Vendors), at different stages, in relation to the approved Project master programme and contract requirements. 3. Integrate project budget and schedules to forecast cash flow. 4. Analyze the Extension of time claims submitted by Project Service Providers (Contractors/Consultants) 5. Provide continuous feedback through lesson learned and market best practice to support & standardize planning procedures and the Management Information System up to date. 6. Review and assess contracts interim payments and issue Statement of Final Account as per policy and procedures. 7. Maintain and Update the Invoice Status Logs and provide periodic reporting as required. 8. Maintains full records of Contract Documents such as BOQs, Payment History etc. 9. Integrate project plans, budget, and cost analysis reports to develop a comprehensive overview of project performance and to determine future approach. 10. Provide technical assistance and evaluation of Contractors/Consultants Change requests, Variation Orders, and Claims Assessment and resolution. 11. Provide technical assistance during the draft of Contracts to ensure that all Terms and Conditions are met. 12. Provide technical assistance during commercial review at tendering stage. 13. Validate cost estimates throughout the different phases of the development as per the Development Chain model. 14. Review and evaluate Independent Cost Estimates and Peer Review Estimates\xe2\x80\x99 submissions. 15. Perform other duties and responsibilities as needed, as well as determine and manage priorities with minimal guidance. 16. Manage and guide the process of Contract and Procurement (Projects) to ensure that the Project requirements and services are cost-effective with the selected Contractor/Consultant. 17. Manage the preparation of Contract documentation to ensure clarity of scope, requirements, project deliverables and timing in line with business objectives. 18. Approve Material requisitions and Variation orders for sign off. 19. Manage disputes (if any) with Contractors and negotiate to resolve with mutual satisfaction of both parties. In addition to review all documents in case of Arbitration and advise the CEO on the company chances to win such arbitration. 20. Assist in the development and implementation of the Contracts and Procurement policies and procedures in order to ensure that all relevant procedural requirements are fulfilled whilst delivering a high quality and cost-effective service. 21. Manage the preparation of timely and accurate departmental MIS statements and reports to meet company requirements, policies, and standards. 22. Perform other duties and responsibilities as needed, as well as determine and manage priorities with minimal guidance. Accountabilities: 1. Validate the project cost estimates at different stages of the development chain. 2. Monitor and control of project performance from a Scope, Time and Cost perspective as per project contracts\xe2\x80\x99 terms and conditions. 3. Prepare executive reports on time with the desired integrity and highest accuracy. 4. Liaise, contribute and coordinate with the different functions in a timely fashion to meet the project\xe2\x80\x99s objectives. 5. Ensure that the Projects requirements and services are provided cost efficiently and safely with the required quality with the selected contractor/Consultant. 6. Negotiate and resolve the dispute to the mutual satisfaction of both parties. 7. Ensure clarity of scope, requirements, project deliverables and timing in line with business objectives Qualifications: 1. Bachelor\xe2\x80\x99s degree in an Engineering discipline or equivalent. 2. Experience in civil engineering construction work. 3. Competence and good knowledge of Primavera (P6) 4. Previous international experience in a similar position covering project cost & planning activities in Real Estate mega projects. 5. Knowledge of Project Management Information System. 6. Membership of a recognized Professional Institution is desirable. Experience: 1. Minimum 10 years of experience Job Type: Full-time Application Deadline: 06/03/2023
