Job Description

JOB PURPOSE

The jobholder is responsible to lead for all aspects of Occupational Health in relation to the Borouge HSE Management System for Borouge Plant & Premises in Ruwais Industrial Complex according to Occupational Health Policy & Standards, and in line with the HSE Strategies, Policies, and Standards, and Owners\xe2\x80\x99 standards.

This role includes; providing support to the Company in the systematic identification, assessment, monitoring and remedial action planning of chemical, physical, biological, psychosocial and ergonomic hazards and of risks at a level of ALARP (As Low As Reasonably Practicable) within the plants, and ensuring compliance with ADNOC and other legal requirements, while participating in the development and implementation of the Corporate HSE Management System and associated procedures pertaining to Industrial Hygiene, and providing professional and technical advice on industrial hygiene issues.

In addition, critically assess Company\xe2\x80\x99s Occupational Health performance, develops strategic and operational plans, procedures, and processes to ensure compliance with ADNOC Standards, applicable local legislation, accepted international standards and ensures continual performance improvement by adopting industry \xe2\x80\x9cbest practices\xe2\x80\x9d.

KEY ACCOUNTABILITIES

Job Specific Accountabilities

OH Management & Improvement
  • Provide support for developing, tracking, and ensuring proper implementation of Borouge HSEMS Strategic Objectives in the field of Occupational Health (OH) & Industrial Hygiene (IH) Management.
  • Lead the implementation of HSE Improvement Program such as: Workplace noise and hearing conservation, Heat stress management, Radiation safety, Indoor Air Quality, Chemical exposure management, OH campaigns and other initiatives.
  • Work in conjunction with site HSE Engineers, HSE coordinators, and other concerned HSE positions as required, focusing on \xe2\x80\x9cPlanning and Act\xe2\x80\x9d aspects of the P.D.C.A. continual improvement cycle, to develop
operational plans that can be practically executed by other responsible stakeholders at Ruwais and other work locations.

Occupational Health Control
  • Implement updated applicable Occupational Exposure Limit (OEL) limit values as specified by ADNOC standards, local regulation, or international standards as applicable.
  • Ensure that all feasible and practical control measures are identified and implemented for occupational health hazards identified on a case-to-case basis as per hierarchy of control.
  • Suggest modifications and new control measures to improve Industrial Hygiene monitoring.
Risk & Hazardous\xe2\x80\x99 Assessment & Mitigation
  • Conduct hazard exposure assessment monitoring of personnel in accordance with the company Exposure Assessment Strategy
  • Determine and identify similar exposed groups or hazard-exposed individuals and arrange for occupational health surveillance programs (i.e. hearing conservation and respiratory protection)
  • Assess OH risks, both qualitatively and quantitatively, for all Borouge activities assessment (OHRA); to determine the potential exposure to and routes of absorption of OH hazard agents and set up control measures to reduce exposures and mitigate the risk.
  • Work in conjunction with Crisis Management Specialist, ensuring all serious potential occupational health issues are considered and effectively mitigated through emergency planning.
OH Communications & Reporting
  • Produce technical reports as and when required including methodology applied for occupational health monitoring, control measures, data management and analysis;
  • Deliver training and awareness sessions on Industrial Hygiene and Occupational Health topics, to employees and contractors to ensure that they are aware of the hazards at each relevant function and level.
  • Plan and conduct camp inspection and welfare for site facilities and contractor camps in accordance with ADNOC requirements including follow-ups.
  • Lead and provide technical advice relating to food safety and welfare related programs and conduct hazard communication training and awareness.
Case Management & Medical Fitness
  • Participate in injury and non-accidental death investigations.
  • Act as a technical expertise in medical case management and classification of injuries illness as per ADNOC Group Guidelines.
  • Investigate and follow-up all suspected work-related illness cases in coordination with Medical Services and advise on the level of exposure to chemical, physical, ergonomics, psychosocial and other work- related hazards.
  • Review, advise and interpret all the respective programs and data of Employee Medical Fitness data to be integrated into actionable reports, and recommendations.
  • Recommend appropriate occupational sampling equipment and scientific instruments for all the tools and instruments used for occupational health and medical matters.
OH/IH Performance Control:
  • Perform industrial hygiene surveys in the workplace (i.e. noise surveys, chemical exposure monitoring, heat stress monitoring, radiation surveys, ergonomic studies, etc.)
  • Monitor through spot and planned audits / inspections and verification exercises, actual Industrial Hygiene performance as well as management of risks.
  • Ensure that Industrial Hygiene Risk Assessment is done, control measures are in place and necessary recommendations / corrective actions are taken.
  • Advice and support that food safety and welfare risk assessments are done, control measures are in place and necessary recommendations and corrective actions are taken.
  • Contribute to the development of the Corporate Key Performance Indicators (KPIs) and Key Milestones (KMs) pertaining to the Department.
  • Review and provides professional assistance to sites and major projects when requested for the procurement of material, equipment, systems, software, & MSDS system, etc. for industrial hygiene.
H/IH Studies:
  • Participate in all Occupational Health/ Industrial Hygiene Assessment studies for Borouge facilities. Conducts industrial Hygiene Risk Management assessment when required.
  • Provide technical advice on OH issues or risks for new Projects and for process modifications, ensuring all occupational health risks are identified and controlled appropriately.
  • Co-ordinate OHRA studies and resulting findings into the Borouge HSEMS.
  • Participate in the HSE studies (HSEIA, revalidation of HAZOP Studies, review, and update of HSEMS, etc.) necessary to implement ADNOC\xe2\x80\x99s requirements and introduce Best Industry practices.
  • Review and endorse documents and procedures received from operating plants and new projects, specific to food safety and welfare requirements.

  • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
  • Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
  • Contribute to provide timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.
Departmental Plans
  • Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives.
  • Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.
  • Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company\xe2\x80\x99s performance framework, and KPIs.
  • Analyze and address any significant variances to support effective performance and cost control.
  • Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements.

  • Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs.
  • Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area.
  • Train and develop the assigned staff in relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
  • Provide feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

Minimum Qualification
  • Bachelor\xe2\x80\x99s degree in occupational health or any equivalent medical, science or engineering disciplines.
  • Excellent communication skills (Essential); Good command in English.
Minimum Experience & Knowledge & Skills
  • Minimum 7 - 10 years of experience in implementing OH & Industrial hygiene standards, codes and work practices/ procedures in oil/gas and petrochemical applications.
  • Experience in anticipation, recognition and evaluation, control and confirm protection of health hazard agents (physical, chemical, biological, agronomical & psychosocial).
  • Experience in developing and executing HSE audits and inspections and performing data analysis.
  • UAE valid driving license is essential.
Professional Certifications
  • NEBOSH Certificate or equivalent
  • Occupational Health professional qualified to an internationally recognized standard (CIH, BOHS, etc.)
