Job Description

JOB PURPOSE:

Develop and implement the BCM Program to ensure it is fit-for-purpose and complies with UAE law, regulations as well as national and international Standards for BCM. Oversees the BCM activities and related activities across, including recovery from natural disasters or others. Ensure an effective BCM governance framework that is consistent with general regulatory requirements, NCEMA, ISO 22301, and industry best-suited practices/standards is developed, maintained, and adhered to across the organization. Responsible mainly for Business Continuity procedures and programs in both ADP and PTE. Support in emergency and Crisis Management activities.

KEY ACCOUNTABILITIES

Job Specific Accountabilities
  • Develops mitigation strategies and creates scenarios to re-establish operations in the event of business disruptions.
  • Provides appropriate support to the crisis management and emergency preparedness team as required.
  • Monitors participation in business continuity exercises and aids stakeholders in matters related to implementation of the plans.
  • Participates in the audits of the availability of business-critical equipment as identified in the Business Continuity Plan.
  • Researches and prepares reports to provide management assurance.
  • Recommends recovery strategies and options and assists with the implementation of recovery solutions.
  • Coordinates development of schedules for business continuity documentation maintenance and update, exercises, and independent review and validation.
  • Provides expertise and support to emergency managers, as requested, when a business disruption occurs.
  • Monitors and implements Government & Federal legal requirements for Business Continuity
  • Lead the development and execution of the Company\'s Business Continuity Programs across all regions, which is aligned with the evolving business strategies of the Company.
  • Act as the advisor for the Crisis Management team to ensure that business disruption is kept to a minimum in the event of an incident.
  • Conduct annual reviews of the Business Continuity plan to ensure that it is kept up to date with key personnel changes and risk factors.
  • Provide effective governance of the Company\'s BCM programs, policies, and standards.
  • Support and advise Senior management on Identify mission-critical business functions, processes, and systems, and create strategies for their continuation in the event of a business disruption.
  • Support and advise Senior management on Perform business impact analysis and risk assessments,
  • establish recovery time objectives and metrics, and report performance of these programs and objectives to the Management Team
  • Reviews scenarios to re-establish operations from various types of emergencies and business disruptions.
  • Executes the Business Continuity Management Program for assigned business units based on annual program requirements including performing Business Impact Assessments (BIA), overseeing Business Continuity Plan, development, and planning, and conducting and evaluating Business Continuity Plan Exercises.
  • Facilitates the development of a Business Continuity Plan for each business unit, covering all assets necessary for recovery.
  • Monitors and tracks program effectiveness using dashboards and metrics for management awareness of BCM program state of readiness.

  • Comply, support, and enrich the culture and understanding of it through his / her communications with internal and external contacts.
  • Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function.
  • Ensure corporate business ethics and the Company\xe2\x80\x99s Code of Conduct are communicated to employees within the function in compliance with the Corporate Policies and guidelines.
HSE Excellence
  • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
  • Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
  • Contribute to provide timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.
Departmental Plans
  • Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives.
  • Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.
  • Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company\xe2\x80\x99s performance framework, and KPIs.
  • Analyze and address any significant variances to support effective performance and cost control.
  • Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements.
Processes & Systems
  • Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs.
  • Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area.
  • Train and develop the assigned staff in relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
  • Provide feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification
  • Bachelor\xe2\x80\x99s degree in risk management, Industrial Engineering, or any relevant disciplines in Engineering or Science.
  • Disaster Management, Chemical Engineering, Fire & Safety Engineering or equivalent with accredited certification in emergency response
  • Master\xe2\x80\x99s Degree in HSE is preferred.
  • Fluency in English Language; written and oral
Minimum Experience & Knowledge & Skills
  • Minimum of 5 \xe2\x80\x93 8 years of experience in business continuity planning, emergency management in the Oil and Gas (or similar) industry.
  • Ability to effectively communicate to various levels of management and staff across the enterprise.
  • Knowledgeable of how to work within and implement an Incident Command System
  • Knowledge and understanding of Disaster Recovery Planning techniques and technologies.
  • CBCP (Certified Business Continuity Professional) BCI Certification preferred.
  • Knowledge of Emergency Response Software.
  • Strong working knowledge of HSE standards, codes and work practices/ procedures in oil/gas and petrochemical applications.
  • Experience in conducting HSE Assessments including HAZOP, HSEIA, QRA, JSA, etc.
  • Strong working knowledge of HSE standards, codes and work practices and procedures in oil & gas and petrochemical applications.
  • Experience in developing and executing HSE audits and inspections and performing data analysis.
  • Experience in Risk Assessment Studies; i.e. TRA, HAZID, HAZOPS, PSSR, HSEIA, etc. Hands-on Management Systems, Safety Design, Aspect & Impact Studies, and Project Management
  • Audit skills comply with ISO45001, ISO14001, Skilled in HSEIA process, Excel in Risk Management example LOPA, SIL, Aspect & Impact, Knowledge in Fire Safety, NFPA codes, emergency response requirements.
  • Experience in HSE project implementation, HSE inspection, conducting training and awareness sessions and HSE systems.
  • Hands-on Risk Assessment Studies; i.e. TRA, HSEIA, aspect and Impact etc.
Professional Certifications
  • Risk Management-related certifications (e.g. BCM ISO 22301, PMI Risk Management Professional)
  • Preferred to be certified in Business Continuity ISO 22301.
  • Preferred to be certified in HSE Management System and RC14001
