Responsible for activities related to the construction, building and commissioning on customer site, the complete site project turnkey execution of the large combined cycle power plants, with focus on health, safety and environment, schedule, budget and contract obligations. Drive execution and administrate as P&L construction and commissioning of the large combines cycle power plants (400MW – 3000MW+) project comprising of blocks of gas turbine & generator and the associated combined cycle part with Boilers, Steam turbine/generator; balance of plant of main steam and water and utilities (BOP) on a turnkey basis either using direct subcontractors (TKSI model of execution) or with an EPC partner ( TKP model of execution). The role is guided by operating policy. Works with cross functional teams. Roles and Responsibilities
  • Manage the site team: Site Organization, Rules, Timely Mobilization /Demobilization of GE personnel
  • Provide the focal point contact for the customer, EPC partner; vendor’s; subcontractors on all site related issues, including technical advice, and construction/commissioning execution strategy, to ensure on time and on budget accomplishment of project/customer requirements
  • With support of GE staff (Civil, M&E and commissioning team) manage field execution including the management of subcontractor(s) (civil work, heavy lift, construction, commissioning assistance…) to ensure all project performance requirements, quality, EHS, schedule, and budget are achieved
  • Manage site cost within budget; respect GE staff plan budget and subcontractor lumpsum contract (TKSI model), manage cost of quality, local purchasing process.
  • Set up EHS plan with EHS manager to ensure respect of EHS and LOTO (Lock Out Tag Out) rules for all site execution involved parties: subcontractor(s); vendor(s) and EPC (TKP)
  • Develop and regularly update a construction & commissioning strategy shared with site team and project management.
  • Review and monitor Site detailed schedule to ensure compliance with the contract requirements; adapt strategy and develop with team mitigation plan when required to minimize slippage and /or over runs.
  • Provide on time and accurate site report of execution progress to project management using GE reporting tool.
  • Ensure TOP (Turn Over Process: transfer from construction to commissioning) and punch list process properly implemented and timely resolution of punch item with objective of limited outage and zero punch item at COD (Commercial Operation Date)
  • Ensure with supports of HR, engineering and team that site is executed in full compliance with local laws, rules and specifications.
  • Ensure the Ge supplied material is properly managed by EPC partner / subcontractors/ vendors,
  • Ensure GE staff properly and timely administrate field work orders, back-charges, change orders and claim avoidance as related to field activities in affair win-win approach yet protecting GE interest.
Required Qualifications
  • Proven experience of Site Management position within EPC
  • 10 years’ experience as Site Manager on construction site power plant, petrochemical industry, waste energy…)
  • Demonstrated experience of the construction site risks and EHS plan.
  • Proven operational management experience on multi-discipline and/or multicultural teams.
  • Proven experience in ability to analyze and resolve technical and organization issues. Schedule activities and uses schedule to drive progress.
  • Proven experience and ability to lead projects and manage Profit & Loss / subcontracts with contractual communication.
  • Fluent English is mandatory
