Job Summary

Raytheon is seeking a Senior Program Manager to help support the capture, planning, and implementation of Direct Commercial Sale (DCS) contracts and industrialization projects. In this role you will work closely with REL\xe2\x80\x99s lead Program Manager, functional resources located within Raytheon Emirates Limited (REL) and with other Raytheon businesses to optimize project implementation, draw on experience and maximize return.

You will form a close working relationship with the Tawazun Council to understand their requirements, review and approval processes and expectations for capability growth in United Arab Emirates (UAE). You will also form a close working relationship with military customers and stakeholders will be to understand their needs and priorities.

Raytheon Emirates Limited (REL) develops, plans, and implements projects in UAE, partnering with local industry to maximize the use of UAE\xe2\x80\x99s advanced technology and highly capable industrial base. These projects contribute to Raytheon\xe2\x80\x99s global supply chain in the production of components for Raytheon\xe2\x80\x99s products and may also be UAE unique projects for local and export markets.

This Onsite Accompanied position is in Abu Dhabi, United Arab Emirates reporting to the Associate Director, Program Management.

Responsibilities to Anticipate

• Lead and support capture, bid and proposal efforts, liaising with Raytheon mission areas, working with finance, human resources, and contract functions to develop proposals.
• Facilitate results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures and provide experienced professional advice on the application of project management procedures and resources.
• Manage and implement program management activities to ensure head contract and subcontract requirements are delivered on time and within budget ensuring effective and efficient risk management, production, quality assurance, budget, and schedule control.
• Lead specified business development including requests for tender, proposal or information, expression of interest, and unsolicited offers.
• Secure the company\xe2\x80\x99s commercial position and deliver the appropriate financial return from programs. Identify, establish, and mentor UAE industry suppliers to support the acquisition and sustainment of capability elements.
• Develop and maintain effective relationships with a broad range of stakeholders including managers, customers, relevant areas within Industry as well as key partners and suppliers, both locally and internationally.
• Lead, guide, and mentor project staff to develop and enhance business, financial management, and project management skills and to entrench and improve inter and intra team collaboration to maintain and grow the capability and capacity of the team.
• Facilitate continuous improvement, by the design, development, and implementation of projects to create efficiencies within the company.
• Support an environment that promotes sharing of best practice, information, and collaborative behaviors.
• Act in accordance with the company\xe2\x80\x99s Code of Conduct relating to professional organization behavior, maintaining confidentiality and health and safety.
• Be willing and able to travel internationally and domestically on a regular basis.

Basic Qualifications

• Typically requires a Bachelor\xe2\x80\x99s in science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior engineering experience.
• Experience in complex project management supporting external organizations and some embedded functional project teams.
• Experience supporting key suppliers who are geographically dispersed and working in different time zones.
• Experience with variable backlog or schedules with compounding interactions that can create frequent utilization challenges.
• Experience with substantial number of specialist resources that are difficult to obtain and replace.
• Experience in project planning, budgeting, and tracking to cost and schedule.
• Experience in proposal planning, specifically developing a strategic approach for responding to RFPs, including understanding client needs and goals.
• Experience with Earned Value and managing Gate Reviews, Estimates at Completion (EACs) and Project Management Reviews (PMRs).
• Excellent knowledge of Integrated Product Development System (IPDS) or equivalent project management and engineering management systems.
• U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required.

• Experience with multiple / complex lines of communication with customers and stakeholders are very active and require careful administration.

• Experience in managing international subcontractors and related cultural differences.
• Comprehension of specific technologies applicable to relevant domains.
