About the position:

This role is ideally suited for a lawyer with at least 5 years of experience in a dedicated compliance role or position with similar responsibilities working in the Middle East region. The candidate hired will have fluent English (written and spoken). Your ability to communicate in other languages spoken in the EMEA region is an asset. This role requires travel, excellent organizational and communication skills and the ability to collaborate successfully with various corporate stakeholders in a matrixed environment.

This role reports into Oracle\xe2\x80\x99s EMEA Compliance & Ethics Officer and is envisioned to be based in Dubai, United Arab Emirates. Other cities in the Middle East can be considered.

Responsibilities:
  • Keep current with the anticorruption laws and public procurement laws, regulations and best practices applicable to Oracle\xe2\x80\x99s business in the Middle East region
  • Provide advice to local management teams in-country on applicable laws and regulations
  • Build communication and awareness applicable policies, including the Oracle Code of Conduct & Business Ethics
  • Enforce and enhance controls throughout the business, including business controls
  • Oversee investigations in the Middle East region and use investigation metrics to identify trends and areas of compliance risk and create action plans to mitigate the risk
  • Participate and help lead risk assessments
  • Assess and improve controls, policies and procedures
  • Collaborate across all lines of business, including country based legal counsels, human resources, finance, business operations and other stakeholders to execute on programmatic initiatives and/or remedial measures, and to ensure such measures are promptly implemented.
Minimum Qualifications:
  • Fluent English, written and spoken. Arabic written and spoken is an asset as well as other languages spoken in the EMEA region
  • Minimum 5 years of relevant professional legal experience at a law firm or in-house in the region
  • Law degree from a top institution
  • Exceptional analytical, planning, and interpersonal skills with an ability to handle competing demands.
  • Ability to travel within the Middle East region (20%)
  • Expertise developing and delivering C&E training
  • Aptitude to work across and engage individuals and teams located across multiple geographies and or cultures.
  • Balancing work as a lead individual contributor with providing direction and mentoring to other team members
  • Excellent judgment and capacity to make decisions that demonstrate an unwavering commitment to integrity and ethical decision making
Detailed Description and Job Requirements

Provide legal support across all lines of business enabling profitable growth while mitigating legal risks and assure adherence to governance policies, ethics, and country specific laws and regulations

Responsible for providing legal advice to the organization. Close liaison to business in providing a variety of corporate and commercial legal services. May perform litigation on Oracle\'s behalf or coordinates litigation and other legal, administrative or investigative actions handled by outside counsel. May draft, review, and negotiate major and/or non-standard technology contracts with public and private sector customers, including licensing agreements, professional services agreements, and cloud services agreements. May advise on legal issues involving government and regulatory compliance. Responds to ad hoc queries to include identification, analysis, and evaluation of risks in order to provide appropriate legal solutions. Works closely with other lawyers throughout Oracle and coordinates legal matters handled by outside lawyers. Demonstrates deep general commercial or functional knowledge across a wide range of sub disciplines within the individual\'s specialty area(s), (e.g., general corporate law, antitrust/competition law, securities compliance and regulatory, employment law, immigration law, cloud transactions, data privacy, risk management asset-backed financing, contract management, intellectual property, trade secrets, advertising law, registration and other resolutions specific to the computer and technology industry)

Leading contributor individually and as a team member, providing direction and mentoring to others. Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. 8+ years related experience. Bachelors degree in computer science, computer engineering, or similar background is a plus for roles within certain sub disciplines. Completed law degree and member of bar association in relevant jurisdictions. Excellent legal skills and business judgment in areas of responsibility. Proficient writing skills.
