Position Overview
As the Senior HSE Manager, you will be responsible for setting up and enforcing comprehensive HSE policies for one of Dubai's most ambitious mixed-use development projects. Your role includes regulatory compliance, stakeholder coordination, risk management, team mentorship, and continuous improvement of safety performance metrics.
Core Duties

• Develop and enforce project-wide HSE frameworks in line with UAE laws and global safety standards (e.g., OSHA, ISO)
• Lead audits, incident investigations, and risk assessments with full documentation and action planning
• Deliver high-impact training sessions and safety awareness programs for all project personnel
• Act as primary liaison with government safety bodies, client representatives, and consultants
• Oversee contractor compliance, hazard mitigation, and emergency response plan readiness
• Track, evaluate, and report on HSE KPIs to executive leadership and client stakeholders
• Embed safety principles into all design, procurement, and construction processes
• Guide a multidisciplinary team of HSE officers, ensuring consistent enforcement of protocols
• Contribute to pre-construction activities including contract HSE scope review and strategy alignment
• Represent Parsons in public forums, regulatory discussions, and client meetings focused on safety

Candidate Requirements

• Bachelor's degree in Engineering, Environmental Science, or Industrial Safety
• 15+ years of HSE leadership experience, including within the UAE or GCC region
• Background in mixed-use development, civil infrastructure, or large-scale construction projects
• Deep knowledge of UAE health and safety regulatory frameworks and international best practices
• Lead Auditor Accreditation (e.g., ISO 45001, ISO 14001) preferred
• Skilled in risk mitigation planning, contractor safety management, and compliance tracking
• Fluent in English with excellent communication, report writing, and presentation skills
• Hands-on experience with HSE software tools and management systems

Preferred Qualifications

• Master's degree or HSE-related postgraduate certification
• Approved by UAE municipal safety authorities (e.g., Dubai Municipality, Trakhees, or similar)
• Demonstrated success in building safety culture across diverse technical teams
