Senior Environmental Specialist -Egypt POSITION DESCRIPTION: PMCG is seeking a Climate change is a global crisis. This decade will be decisive for the future of our planet. That is why USAID has developed a new Climate Strategy that will guide our humanitarian and development work through 2030 in a way that is truly different: by calling on all corners of USAID to play a part in our whole-of-Agency response. The strategy is built on several foundational principles Locally Led Development Equity and Inclusion Private-Sector Engagement Nature-Based Solutions Evidence, Technology, and Innovation. The incumbent must be a recognized leader and expert in the environmental sector within and serves as the primary resident mission expert and advisor on natural resource management (NRM), biodiversity conservation, wildlife trafficking, and environmental governance. MAJOR DUTIES AND RESPONSIBILITIES The incumbent must apply advanced knowledge and experience in environmental policy analysis; complex legal and regulatory frameworks that apply; and the financing of sustainable environmental, and climate change mitigation activities. Based on his/her analysis, the Specialist provides technical advice and management guidance for the formulation of new strategies in the environment sector. 1. Management of the Environment Team
  • Provide strategic direction to the technical team members, and advise project management teams on policies and vision.
  • Provide guidance on the environment budget.
  • Communicate on a regular basis with the COR/AOR of the projects on the progress and achievements of his/her work.
  • Coach, mentor supervisees to enable professional development;
  • Provides timely completion of tasks and high-quality work.
2. Analysis, Conceptualization, and Design
  • The Specialist provides analysis of relevant environmental policy and leads the design of new interventions that contribute to achieving the objective of conserving biodiversity and securing natural resources while promoting resilient livelihoods.
  • The incumbent serves as an advisor to the senior USG personnel, including the Country Team, and senior Officials on critical policy issues and provides input to the formulation of policies to advance Mission and U.S. Government Objectives As directed by the COR/AOR and mission management.
  • The incumbent develops and maintains senior level contacts who deal with national policy formulation and action plans on the environment (e.g. in the Ministry of the Environment and Sustainable Development, analyzes information from government and other sources, determines major implications of evolving policies and program decisions for Environment program development and performance, and provides the relevant personnel with strategic planning and operational guidance which will strengthen programmatic results and achievement.
  • The incumbent develops constructive contacts with other donor agencies working in the environment sector as well as the private sector and NGO representatives with interest in the field and through contacts develops and maintains a donor activity tracking system.
3. Program/Project Management
  • The Specialist assists the Mission with, and as instructed, directly undertakes, high-level technical discussions with decision-makers on issues affecting program performance, implementation of evaluation/audit recommendations, impact and sustainability issues, or other program matters.
  • The Specialist provides issue-oriented briefings and presentations on environmental topics focusing on Environment program objectives, accomplishments, and development impacts to the Mission, government representatives, NGOs, private groups, businesses, donors, and other external audiences, as required.
  • In carrying out the various functions described above, the incumbent will coordinate and work closely with CORs/AORs and Team members and staff responsible for individual activity direction, implementation, and support, and with appropriate staff. , s/he must frequently exercise informative judgment based on an understanding of USAID policies and management guidelines, arriving at adaptations and courses of action consistent with the most current policies and guidelines.
  • The Specialist is responsible for the financial management of environment activities including pipeline analysis, preparation of accruals, comparing planned versus actual expenditures, contributing to the preparation of resource requests, advising on funds control, and obligations management.
4. Program performance assessment and reporting
  • The Specialist monitors and reports on environmental aspects of the projects and activities progress, identifying specific information required from various activities and compiling this in response to Mission, - information needs through regular and special purpose reports. The incumbent ensures that current information is available on implementation status, issues, and objective achievement including Performance Reports to USAID/Washington and other special reporting and documentation requirements.
  • The incumbent develops and employs a monitoring system for contract and cooperative agreements and grant agreements to ensure timely action on critical documentation and follow-up requirements.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION a. Education: Minimum of a Master’s degree in natural resources management, environmental engineering, environmental studies, environmental economics, ecology, business administration, or law is required. b. Work Experience: At least seven (7) years of progressively responsible, professional-level experience in Natural Resource Management (NRM) biodiversity conservation, and related environment sectors is required. A significant portion of this work should have been performed in development assistance, or related work, other donor agencies, host-government organizations, and non-governmental or private sector institutions. Experience should also include analysis and interpretation of data, presentation of findings in written and oral form, project design, management, and performance monitoring is required. c. Language Proficiency: Excellent written and oral communication skills in English (level IV) are required. Arabic is preferred. Must be able to obtain, analyze, and evaluate complex data and prepare precise and accurate reports to various audiences. The Specialist must be able to communicate (oral and written) complex technical issues to diverse audiences and be able to fully participate in high-level meetings conducted in English. d. Job Knowledge:
  • Must demonstrate a strong understanding of the environment sector including environmental policy issues, and in-depth technical knowledge of Natural Resource Management (NRM), biodiversity, and environmental governance.
  • Must also have knowledge and understanding of the economic, political, social, and cultural characteristics; the economic development problems, resources, resource constraints, and development prospects and priorities; and, a good knowledge, or the potential to acquire such knowledge, of USG legislation, policy, and practice relating to development assistance, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of assigned activities.
  • Must have knowledge and understanding of the organization and respective roles of the different levels of the government, both at the Central and local levels, and the role of mandated units within each level, in order to enhance effective communication, and to develop consensus on program/project strategy and implementation plans.
e. Skills and Abilities:
  • Must have excellent verbal communication skills, tact, and highly developed diplomatic skills in order to establish and develop sustainable working relations and a high level of trust with senior-level officials, and with public and private organizations, such as primary USAID technical contacts in the development area.
  • Must have the ability to undertake analysis and understand complex and multi-sectoral programs; the ability to work under pressure and quickly produce results; and, be sensitive to USAID relationships with the host government, other donors, the Embassy, and private and public organizations. Verbal communication skills are also used to explain and interpret host government attitudes, priorities, and concerns to USAID officials, and negotiate program/project plans, and resolve program/project implementation issues with appropriate organizations, technical advisors, counterparts, and peers.
  • Excellent supervisory and management skills to work in a team, provide strategic direction and vision, and coach and mentor staff.
  • Strong interpersonal skills are needed to effectively work with a diverse set of people and organizations.
  • Excellent writing skills are required in order to prepare regular and ad hoc reports, documentation of program impacts, and briefing papers.
  • Good analytical ability is needed to interpret public policies, and to assist in the development of revised policies, as required; and, the development of periodic work plans.
  • The ability to work effectively in a collaborative team environment, and to achieve consensus on policy, program/project, and administrative matters, is necessary. Project management skills are required, as familiarity with financial management principles.
  • Must have proficient computer skills (Microsoft Office, Google applications, and other online services) in order to complete assigned activities and achieve set goals.
