Job Summary
The Quantity Surveyor is responsible for managing quantities, costs, and commercial aspects of road works and earthworks projects, including excavation, backfilling, and related infrastructure works. The role covers the full project lifecycle from tendering and pricing to execution, cost control, and final account closure, ensuring accuracy, cost efficiency, and contractual compliance.

Key Responsibilities
Prepare and measure quantities for road works, earthworks, excavation, backfilling, sub-base, base course, and asphalt works
Prepare, review, and update Bills of Quantities (BOQs) for infrastructure and road projects
Price tender documents and prepare technical and commercial submissions
Review tender documents, track tenders, and support bid submission in coordination with management and technical teams
Prepare cost estimates, budgets, and cash flow forecasts
Analyze and compare quotations from suppliers and subcontractors (materials, transport, equipment, asphalt, earthworks)
Prepare and submit interim progress payments (IPCs) and final accounts
Evaluate and prepare Variation Orders (VOs) and assess their cost and time impact
Monitor project costs, equipment usage, and productivity against approved budgets
Prepare monthly cost reports and cost-to-complete forecasts
Coordinate with site engineers and project managers to verify executed quantities
Review contract conditions, payment terms, and commercial risks (FIDIC-based contracts)
Support management during negotiations with clients, consultants, and subcontractors

Qualifications & Skills
Bachelor's degree in Civil Engineering or related discipline
Minimum 3-5 years of experience as a Quantity Surveyor in roads and earthworks projects
Strong experience in earthworks measurement, BOQs, and tender pricing
Good knowledge of FIDIC contracts and infrastructure project procedures
Proficiency in AutoCAD, MS Excel, and quantity take-off software
Strong analytical and numerical skills with high attention to detail
Ability to work under pressure and meet tender and project deadlines
Good command of English (Arabic is a must)

Preferred Experience
Experience with government or large-scale infrastructure road projects
Familiarity with local authority specifications and standards
Experience in handling final accounts and claims
Experience dealing with consultants, clients, and subcontractors

Reports directly to the Commercial Manager / Project Manager
