PRIMARY OBJECTIVE:

• The purpose of the job is to drive Health, Safety and Environmental culture, while the main function is to ensure implementation of HSE management system within Dubai operations of the Company.

MAJOR ACCOUNTABILITIES :

• The purpose of the job is to drive Health, Safety and Environmental culture, while the main function is to ensure implementation of HSE management system within Dubai operations of the Company.

HSMS Documentation

• Developing, implementing, and maintaining annually HSE policies, Action Plan, HSE Calendar.
• Maintain and update HSE management system, including policies, procedures, manuals, and records.
• Conducting risk assessments and developing mitigation strategies.

Inspection & Audit

• Ensure inspections are carried out as per the HSE calendar
• Identify tools and equipment that require inspections and arrange service providers for the same
• Conduct own site inspection and surveys to ensure works are carried out in compliance with regulations and policies
• Assisting with audits and pre-assessment of contractors.

Communication & Reporting

• Monitoring and reporting on HSE performance and trends.
• Identifying and communicating areas of improvement and best practices.
• Monthly reporting to Ops Director, Regional HSE Manager and Landlord (Dubai Airports)
• Developing reports regarding HSE for Operations Director, Managing Director.
• Maintaining HSE boards across offices
• Assist HR and Operation Director in CORP reporting in regard to HSE.

HSE Committee Meeting

• Lead HSE meetings and committees
• Communicate meeting date and minutes of meeting to the members.

Incident and Hazard

• Ensuring that incidents and hazards are reported in a timely and accurate manner.
• Investigating incidents and hazards to determine the root cause and identify corrective actions.
• Monitoring and analyzing incident and hazard data to identify trends and areas for improvement.
• Maintaining records of incidents and hazards.

Training

• Developing and delivering HSE training to all staff which includes on field and office staff.
• Arrange and ensure employee attend 3rd party training whenever applicable.

Internal and external relations

• Liaising with regulatory agencies on HSE matters.
• Work closely with other departments and stakeholders to identify and implement QHSE-related initiatives and improvements.

Budget

• Work with Operations Director to prepare and maintain annual HSE budget, inclusive of all HSE activities and expenses.

HSE guidance and leadership

• Providing guidance to management and employees on HSE matters.
• Leading and managing HSE team.
• Promoting the QHSE management systems to all staff.
• Highlighting any risks and suggesting mitigating corrective actions.
• Being proactive in all activities

SKILLS:
Education and experience

• Health, Organizational Training and Development (NEBOSH preferred) - essential
• Bachelor\'s degree in environmental, Health and Safety, Occupational Safety or related field
• Minimum 3 years of experience as HSE Officer in industrial environments - essential
• Working experience with DA on contractor\'s side is advantageous

Skills:

• Excellent verbal and written communication skills
• Ability to prepare comprehensive written reports and correspondences, represent ideas clearly and concisely
• Exceptional organizational and problem-solving skills
• Experience in formulating policies and developing and implementing new procedures
• Ability to search information, analyze it and prepare synthesis
• Ability to motivate employees

Language skills:

• Fluent English ( written and speaking )
• Languages: Arabic, French or Hindi
