Job Title: Procurement Officer
Job Location: Abu Dhabi, UAE
Job Type: 6 months extendable
Job Summary: The Procurement Officer for Construction Contracts is responsible for facilitating and overseeing the procurement process related to construction projects. This role involves liaising with the construction project teams to gather requirements and instructions for new procurement needs, as well as managing construction claims. The Procurement Officer will work closely with the Procurement Manager and other stakeholders to ensure efficient and cost-effective procurement practices are followed.
Responsibilities:
  • Procurement Planning:
    • Collaborate with the construction project teams to understand their procurement requirements and develop procurement plans accordingly.
    • Analyze project specifications, drawings, and schedules to identify materials, equipment, and services required for construction projects.
    • Assist in the preparation of project procurement budgets and timelines.

  • Sourcing and Vendor Management:
    • Identify potential suppliers, contractors, and subcontractors for construction-related goods and services.
    • Conduct market research to evaluate vendors\' capabilities, quality, and pricing.
    • Prepare and issue requests for proposals (RFPs) and invitations to bid (ITBs) to prospective vendors.
    • Evaluate vendor proposals, negotiate terms and conditions, and select suitable suppliers, in coordination with Project teams
    • Maintain relationships with vendors and monitor their performance to ensure compliance with contracts and service level agreements.

  • Procurement Execution:
    • Generate purchase orders and contracts for construction materials, equipment, and services.
    • Coordinate with internal stakeholders to ensure timely delivery of goods and services.
    • Monitor and track orders to ensure they are fulfilled as per specifications and project requirements.
    • Resolve any discrepancies or issues with suppliers regarding quality, quantity, or delivery of goods and services.
    • Ensure compliance with procurement policies, procedures, and relevant regulations.

  • Construction Claims Management:
    • Collaborate with the construction project teams to gather instructions and information regarding construction claims.
    • Review and analyze construction claims to determine their validity and potential impact on project timelines and budgets.
    • Coordinate with legal and finance departments to prepare and submit necessary documentation for claim resolution.
    • Monitor the progress of claim resolution and provide regular updates to the Procurement Manager and project teams.
    • Maintain records of construction claims and their resolutions for future reference.

  • Reporting and Documentation:
    • Prepare regular procurement reports and metrics for management review.
    • Maintain accurate and up-to-date procurement records, including contracts, purchase orders, and vendor information.
    • Assist in the development and improvement of procurement processes and policies.
    • Stay updated with industry trends and best practices in construction procurement.



Qualifications and Skills:
  • Bachelor\'s degree in business administration, supply chain management, or a related field. Relevant certifications are a plus.
  • Proven experience (5 years) as a procurement officer or similar role, preferably in the construction industry.
  • In-depth knowledge of construction procurement processes, including sourcing, tendering, and contract management.
  • Familiarity with construction claims management and dispute resolution procedures.
  • Strong negotiation and vendor management skills.
  • Excellent analytical and problem-solving abilities.
  • Proficiency in procurement software and MS Office applications.
  • Proficiency in Oracle EBS system is preferred
  • Effective communication and interpersonal skills to collaborate with cross-functional teams.
  • Attention to detail and ability to work under pressure and meet deadlines.
