We are seeking a motivated Policy and Strategic Engagement Consultant to assist with the expedition of decision turnaround time with the Qatar Emiri Air Defense Forces (QEADF), assist with the elevation of bottlenecks, and assist with the development of a clear performance narrative that strengthens bilateral relationships. This role serves to assist with the translation of operational needs from QEADF into well-coordinated, authorized direction at the highest levels of the USG.
The Policy and Strategic Engagement Consultant will have Government directed and supported interactions with senior foreign military leadership and technical subject matter experts. The Consultant shall demonstrate superior communications skills (verbal and written) and shall be able to tailor complex operational and systems discussions to the receiving USG senior executive military and government leadership and GoQ audiences.
Responsibilities
The Policy and Strategic Engagement Consultant's responsibility is not limited to:
Prepares, briefs, and clears decision notes; tracks guidance requests; reviews external materials; and deconflicts requests to provide coherent direction to the prime contractor.
Escalate time-sensitive matters to USG Senior Executives; maintain high-level contact with the Embassy, USAF, and US Army as directed; confirm objectives for senior visits; and record authoritative decisions and relay the decisions to the USG.
Assist with the representation of QEWR in customer engagements and relay information to PMO Program Manager for decisions.
Assist with the representation of QEWR for any and all efforts related to Electro Magnetic Interference improvement initiatives with the State of Qatar
Assist with engaging the US Embassy Office of Military Cooperation to ensure QEWR success
Asist with engaging the USG Programs in Qatar to ensure alignment of requirements and QEWR program success
Assist the Program Manager with consistently clarifying to stake holders proper roles and responsibilities for the QEWR Program
Requirements
Active Top Secret security clearance with SCI Eligibility
BA/BS and 15 years of experience
Detail oriented, self-motivated, and technically adept individual with experience in rapidly changing environments. The candidate shall have a substantial working understanding of Foreign Military Sales (FMS) with Qatar
Senior US Military Officer background (O-6 or above)
Preferred Qualifications
Experience working with the Secretary of the Air Force (SAF)/ International Affairs (IA), FMS Case Development, Implementation, Amendment, and Modification Efforts
Experience working Department of State (DOS) Liaison roles to ensure alignment with US Embassy Office of Military Cooperation objectives and goals are successfully met.
Experience working directly with the State of Qatar, Ministry of Defense (MoD), Qatar Emiri Air Defense Forces (QEADF) on Strategic Goals and Objectives for FMS Programs in Qatar
15+ years of Military Leadership experience, preparing and presenting to senior officers and program executive officers for the US Department of War (previously Department of Defense)
Robust diplomatic background, cultural awareness, and ability to engage with multiple levels of government between the USG and GoQ
Documented Arabic Language skills and qualifications are desirable
