Job Description

JOB PURPOSE To facilitate Training Needs Analysis (TNA) processes and provide support to establish training plans to address the specific competencies (competency framework development) needed across DCT. To assist in implementing Training strategy, in line with the overall DCT strategy, to fill in skill gaps, build capabilities and drive employee performance. ACCOUNTABILITIES Key Accountabilities Training Operations . Facilitate TNA processes and identify Training needs on an organisation wide and individual basis as per requirements in coordination with sectors/departments across DCT to obtain a concise Training Needs Inventory. . Provide support to conduct training needs assessments in partnership with the business heads to translate skills gaps into appropriate training interventions for employees across levels in the organisation. . Work with the senior specialist and line managers to identify the training needs that can be met internally and those that will require external vendors. . Provide support to evaluate Training proposals, analyse course contents & Trainer CVs to ensure that they are meeting desired requirements for effective deployment across the desired sector/department/individual. . Provide assistance to analyse the cost and benefit of training proposals and coordinate the effective delivery of training and development programmes to ensure training budgets are effectively utilised. . Evaluate training courses, learning effectiveness and training providers/vendors to ensure the quality of the services provided meets the needs and requirement standards of DCT. . Participate in the development of competency framework in coordination with Talent Acquisition team, sector/department heads, and Performance Management team to define the skills, behaviors, and attitudes that are required for the employees to perform their roles effectively. . Customise training programmes to fit DCT's requirements in coordination with subject matter experts from other sectors/division and/or with external training providers in order to ensure the training courses are relevant to the Department and are up-to-date with the key priority areas. . Collate feedback of trainings/workshops conducted and analyse the data to ascertain training effectiveness and make suitable recommendations for improvement. . Update Training policy and maintain learning database. Evaluate and scrutinise the statistical reports produced periodically to be shared with sector/department heads. . Execute training and development perception survey to understand and analyse the views of the Department's stakeholders on training effectiveness in DCT. Policies, Processes and Procedures . Follow all Talent Development section policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner. Collaboration . Collaborate with internal and external stakeholders on matters related to Training area in order to facilitate flow of information and also to build awareness in those areas. Day-to-Day Operations . Follow the day-to-day operations set by the Line Manager in the Talent Development section to ensure continuity of work and the delivery of effective and high quality outputs. . Report on a regular basis to Training Head on their operational activities, its challenges, hurdles and methods of resolution or mitigation etc. as required to keep the Line Manager informed and updated about their activities. EHS (Environment, Health and Safety) . Comply with all relevant EHS guidelines, policies and procedures, by reporting incidents and hazards on a timely manner, and reduce consumption of natural resources to support in protecting the environment and ensure a healthy and safe work environment. Change Management . Support the creation of culture susceptible to change management through a 'hands-on' and 'can-do' approach to DCT's new business opportunities, participating in the development of new initiatives, meeting planned targets, and demonstrating preferred high-performance behaviours. Service Providers QUALIFICATIONS, EXPERIENCE, COMPETENCIES Qualification (e.g. Academic Qualification, Certifications, Licenses) . Bachelor's degree in Human Resources, Business Administration or equivalent . Certifications in Human Resources are preferred. Experience . Bachelor Degree Holders: 0 to 2 years of experience Human Resource/Training/Training role.
