The Company

Robert Half International is working on an exclusive basis with a leading Utilities/ Manufacturing company based in Abu Dhabi who are market leaders in their field. Due to a reorganisation, they are looking to recruit a Head of Financial Planning Budgeting & Reporting.

The Role

The Head of Planning, Budgeting & Reporting (PB&R) is responsible for driving the development of the financial strategy (in close coordination with the CFO), and heading the financial planning, budgeting and financial performance management activities. In addition, the role is responsible for ensuring the preparation of timely and effective regulatory and management financial reports in accordance with applicable standards (e.g., IFRS). This role will play a critical role in providing impactful financial insights and recommendations to senior management for effective decision-making.
  • Develop and execute the department strategy, policies and procedures in alignment with the organisational/ functional objectives and update it periodically as required to meet the changing needs.
  • Actively contribute to developing the Finance & Procurement function strategy and plan (incl. initiatives identification, KPIs, etc.)
  • Coach, mentor and develop the team (i.e., direct reports) to help them achieve their career development plans and goals
  • Develop the identified opportunities for continuous improvement of systems, processes and practices taking into account \'international leading practice\' and changes in business environment and leveraging insights. This includes leading and directing the related change management efforts
  • Oversee and guide the preparation, recommendation and monitoring of the company\'s budget in alignment with the respective annual business plan, and ensure accurate and timely reporting on financial performance
  • Oversee the development of appropriate financial performance management processes taking into account the business strategy and plan, and ensure that all organisational initiatives are financially viable
  • Guide the development and maintenance of financial models and detailed forecasts of the organisation\'s future operations
  • Develop financial / risk impact analysis in coordination with Treasury, Risk Management and Business Continuity Management (BCM)
  • Support the M&A team in financial due diligence process for potential mergers and acquisitions, including financial analysis, risk assessment, and integration planning (if required)
  • Ensure financial ramifications of regulatory decisions are documented, understood and communicated to relevant stakeholders to minimise unanticipated impact to financials
  • Serve as a conduit between Legal Affairs and the relevant finance teams and work closely with the regulatory team members to ensure all financial requirements for the regulator are met in a timely manner
  • Manage the preparation and submission of regulatory financial reports (as applicable), including income statements, balance sheets, cash flow statements, and other financial documents, ensuring that they are accurate, complete, and delivered
  • Oversee the preparation of periodic and ad-hoc internal reports for Management to support decision-making
  • Review all requirements of reports from Senior Management and shareholders (flash, business performance reports, scorecards, dashboards, and financial KPIs)
  • Oversee the implementation of data solutions, reports and dashboards to provide Management with on-demand visibility of the organisation\'s financial performance
  • Develop strategy in analysing and delivering insights that link financial reports to business strategies. i.e., acting as the conduit between the business and the relevant finance teams
  • Provide effective commercial procedures, or initiate change, to ensure that key operational, commercial and financial targets are delivered
  • Build partnerships and maintain strong relationships with all business leaders and their teams across the organisation
  • Actively monitor the company\'s financial performance against budgets and forecasts, identifying risks and opportunities, and providing recommendations to senior management for corrective actions
  • Oversee the development, maintenance and implementation of the tariff management strategy and framework, ensuring maximum profitability and compliance to applicable laws and regulations
  • Collaborate with the Executive Management Team (EMT) to ensure tariff management activities are aligned to business strategy
  • Engage with critical stakeholders (e.g., regulatory authorities, etc.), ensuring compliance and alignment on tariff activities
The Candidate
  • Bachelor\'s degree in finance, accounting or a related degree.
  • Master\'s degree is preferred
  • Professional certificates are preferred (i.e., ACCA, CFA, etc.)
  • Minimum of 12 years in accounting, finance and or a related field
