Job Title Head Strategic Planning

Description

The overall goal of the job: - The Head of Strategic Planning and Financial Evaluation of Licenses is responsible for managing the Department of Strategic Financial Planning and Licensing and in the process of reviewing and/or accrediting the investment activities of licensees operating in the energy sector.
The Head of Strategic Financial Planning and Licensing is responsible for managing the audit and analysis of investments and capital projects proposed by licensees, conducting due diligence, developing financial models, and analyzing risks.
The Head of Strategic Planning and Financial Licensing Evaluation is responsible for ensuring that the investments and capital projects proposed by licensees are aligned, not conflicted with each other, and support the achievement of strategy and objectives for the energy sector. Specialized tasks: - Manage and adopt appropriate due diligence, analyze, and approve investment proposals from energy industry stakeholders, focusing on aligning with the sector's strategic objectives, ROI and investment schedules.
Oversee investment proposals and capital projects in the energy sector and ensure that projects are compatible with the sector's overall strategy. Review, approve and control investments in power generation, desalination, and networks.
Responsible for assessing financial health and models of new licensees to identify their capabilities and the proposed level tariffs for independent energy and water producers (IWPPs), independent wastewater treatment plants (ISTPs) and district cooling service providers.
Develop the adoption of appropriate financial frameworks and methodologies for use by new license applicants.
Evaluate the financial models of new license applicants for independent energy and water producers (IWPPs), independent wastewater treatment plants (ISTPs) and district cooling service providers to confirm a flat tariff in accordance with tender regulations and documents.
Review feasibility studies of cooling options offered by real estate developers from a financial and economic perspective.
Develop the standards and conditions required to enhance the competitiveness of any competitive bids for regional cooling services, independent energy, and water producers, and evaluate bids to ensure competitiveness in markets with regional cooling services and independent energy and water producers.
Assess the financial health of new license applicants by providing financial analysis and recommendations to the licensing team and internal compliance for use as part of the comprehensive evaluation process for the purpose of approving the applicant's license, and requesting the necessary information, reports and guarantees.
Develop or adopt appropriate regulatory guidelines for new licensees with regard to financial information and models.
Assess the financial performance and financial health of existing independent energy and water producers (IWPPs) and independent wastewater treatment plants (ISTPs). Review and approve periodic financial reports submitted by licensed companies operating in the sector to identify errors/contradictions if any and recommend any improvements.
Prepare annual financial performance review reports for price-controlled companies,
independent energy and water producers (IWPPs) and independent wastewater treatment plants (ISTPs) and submit them to management.
Develop or adopt appropriate regulatory guidelines for licensed companies with respect to audited financial statements.
Managing the reporting process for the senior leadership of the Energy Department with an overview of financial performance, financial risks and investment offers to licensees in the energy sector.
Provide the necessary support for any other financial and investment activities that the Energy
Department may request as instructed by the Director of The Financial Department of the Sector. Qualifications: Bachelor's degree in a related branch such as finance, accounting, business administration, or economics Experience: At least 6 to 8 years of experience in a related field Knowledge
A deep understanding of the financial activities of licensed companies within the energy sector.
A deep understanding of the energy sector in Abu Dhabi and the UAE.
Deep knowledge and experience in financial management, investment analysis and due diligence.
Full knowledge of the preparation of financial reports, budget reports and financial audits in accordance with best practices. Capacity
The ability to analyze budgets and investment activities within the energy sector.
The ability to monitor financial plans and discretionary budgets.
The ability to inform investment decisions based on analysis of financial information to anticipate sector trends and economic conditions.
The ability to provide oral or written reports on financial reporting, estimated budgeting, investments, and audits.
The ability to keep up with the latest changes within the sector and the impacts on financial management and investments in the sector.
The ability to work with key stakeholders (including government officials), energy and
management department leaders, external parties, and advisory offices.
