Job Description

The Head of Enhancement Projects Support will lead and coordinate support for Enhancement Projects managed by the RTA Rail Planning and Project Department (RPPD) on Dubai Metro Red Line and Green Line. This position aims to provide governance, planning, and stakeholder management to ensure effective mobilisation of resources and coordination with the RTA and the Project Contractors

KEY RESPONSIBILITIES

Strategic

Serve as focal point of contact for Keolis MHI on the Enhancement Projects managed by RTA RPPD. Assess and mitigate all risks on existing Operations and Maintenance during all phases of the Projects (Design, Installation, Testing & Commissioning and Warranty). Drive constructive and proactive coordination between Keolis MHI, RTA and the Contractor to ensure On-Time Delivery of the Enhancement Projects. Review priority, plan, and sequence project activities within a defined capital delivery roadmap. Establish and enforce standardized governance across all project phases based on ISO 21500/PMI. Own the project support portfolio dashboard and ensure risk-adjusted decision-making at key stage gates

Financial

Ensure budget forecasting, cost control and commercial oversight across the different project's phases. Coordinate commercial and procurement strategies with Finance, Legal, and Procurement teams. Lead strategic contract management, focusing on value, delivery, and risk exposure

Stakeholder / Customer

Serve as key coordination point with RTA RPPD and Contractors for programme oversight and approvals. Ensure alignment across KM departments (Operations, Engineering & Maintenance, QHSE, Learning & Development). Prepare and deliver timely updates on progress, risks, and required decisions.

Operational

Manage the scope of works as it is developed to support Enhancement Projects:

Facilitating the Change Management process Facilitating the Permit to Work process and access to stations and technical rooms for contractor staff Monitoring works on Legacy network to ensure no impact to Operations and Passenger Comfort Ensuring safety and security of Dubai Metro is maintained during enhancement works Supporting contractor planning for lineside access if required Completing Safety and System Assurance activities from the Operators' perspective Assessing contractor activities to avoid disturbance to operational service Supporting the decommissioning process of Dubai Metro assets Attending meetings with RTA, Engineer, and Contractor as required Preparing monthly progress reports and lesson learnt documentation Drive performance management using key metrics. Monitor the delivery of each Keolis MHI department (Learning & Development, Engineering & Maintenance, Operations and QHSE), ensuring: Quality, Change Management (ACCA), Permit To Work (PTW) and risk management procedures are consistently applied. Project handovers delivered (with lessons learned). Contractor /vendor alignment and contractual/commercial programme oversights processes.

3. Resolve high-impact issues, escalate decisions as required, and provide executive direction to project teams

Capability/People

Develop delivery competencies and knowledge sharing within the Enhancement Projects support team. Foster accountability, collaboration, and continuous improvement across functions.

Dimensions

Project Value: AED 200M-400M. Team Size: ~10-20 delivery professionals and functional contributors. Reporting: Weekly RTA meeting/ Bi-Weekly Steering Committee / Monthly project progress, KPIs to Project and Innovation Director and the executive team. Office-based with site inspections (during and after office hours), presence during key delivery phases and stakeholder visits. Occasional travel will be required (Europe/ Other).

Project Management Bachelor or equivalent in project Management

Project Management certification (PMP or PRINCE2)



Experience


Experience in large scale capital projects with a proven track record of leading high-performing project teams.

Construction/ Metro/rail sector experience.

Involvement in building/ operational project

International experience
