Job Description



Role Purpose:

Jobs at this level serves as member of first line management and considered a senior professional within the organization. The organization will depend on the person\xe2\x80\x99s expertise and experience of multiple teams. The department will depend on his persons\xe2\x80\x99 management to provide mega project responsibility.

Key Accountabilities:

- Development of procedures for guidance of Expediting personnel in performing their function on a Project.

- Development of training programs and seminars for Expediting.

- Assisting Company Procurement in personnel staffing.

- Detects and reports to Procurement Management any situations or opportunities that may advance NPCC\xe2\x80\x99s position in obtaining new business or improving its competitive edge over other companies or competitors.

- Estimates and monitors the work hour budget for Expediting.

- Surveying the marketplace and issuing reports on current Manage times for equipment and materials, labor status which could affect delivery, and supplier performance affecting Project schedules.

- Gathering data on supplier\xe2\x80\x99s capacity, backlog, ability to meet schedules, and manufacturing capabilities as well as market intelligence, labor conditions, scheduled shutdowns, etc.

- Keep the Management periodically informed of the progress of the running Project, highlight problematic areas and propose solutions / recovery plan to resolve those problems.

- Administratively control, appraise, impart professional guidance and motivate and develop personnel by inculcating on them a sense of team spirit and belonging to the organization.

- Enhance Expediting function through interaction with end users and develop / propose new methodologies to meet / exceed users\xe2\x80\x99 expectations

- Propose modification / Report problematic areas on Material Management System to enhance Procurement functional requirement.

- Exercise all efforts and resources necessary to achieve all EXPEDITING function objectives for the running project requirements for committed delivery improvement.

- Quality Assurance of the Procurement Reports for progress reporting.

- Ensure the full awareness and implementation of the requirements of the quality management system by all Expeditors.

- Ensure the full awareness and implementation of the requirements of the environmental management system and the applicable environmental laws, regulations, codes, standards and other requirements by all Expeditors.

Qualifications, Experience, Skills and Knowledge

- B.Sc. in Engineering

- 15 years overall experience in similar field in Oil & Gas Industries.

- Knowledge and experience in business, supervision, and management.

- Knowledge of the expediting functions, operation, and mission of the Procurement department.

- Excellent written and spoken communications.

- Outstanding interpersonal relationship building and employee coaching and development skills.

- Management experience in a team-oriented workplace preferred.

- Demonstrated ability to Manage and develop department staff members.

- Demonstrated knowledge of basic economics, budgeting, and accounting principles and practices.

- Demonstrated ability to serve as a knowledgeable resource to the organization\'s management team that provides direction.

- Excellent computer skills in a Microsoft Windows environment. Must include knowledge of Excel and skills in Access.

- General knowledge of various employment laws and practices and employee relations.

- Evidence of the ability to practice a high level of confidentiality.
