  • *The Director of the Dakhla Learning Center (DLC) is responsible for managing the DLCaEUR(TM)s programs and activities and for ensuring the smooth functioning of the center. This includes supervising all local staff, managing operations and the facility in Dakhla, ensuring the successful implementation of all programming and associated activities, and interfacing with the Foundation Phosboucraa on a regular basis. The position requires management and technical skills across a range of competency areas, including workforce development, human resource management, communications and external relations, strategy development and execution, financial and administrative oversight, and evaluation of program impact.
Established by the OCP Group in 2017, the Dakhla Learning Center is supported by the Phosboucraa Foundation and managed by Amideast. The DLC offers the local community a welcoming and dynamic environment dedicated to supporting youth and women in their economic and social integration through the enhancement of workforce and entrepreneurial skills and personal and professional development. The Manager of the DLC will also be responsible for coordinating program implementation and associated activities with the Director of the Laayoune Learning Center, which is a similar entity that Foundation Phosboucraa supports and that Amideast manages. This coordination is required to ensure that there is an alignment of activities and approaches between the two learning centers. RESPONSIBILITIES:
Specific responsibilities for this position include, but are not limited to, the following: Program Management:
  • Develop annual work plans and innovative activities associated with youth entrepreneurship opportunities.
  • Ensure all DLC activities are designed and implemented on schedule as per the work plan.
  • Adhere to a system for monitoring program activities and evaluating results.
  • Report regularly to the Foundation Phosboucraa and Amideast on the progress of ongoing projects, training programs, and special events, including outcomes, success stories, and challenges.
  • Ensure a follow-up of the activity of each department and establish systems and tools for ensuring transparency, accountability, and compliance within workplace norms.
  • Supervise, promote and edit content associated with all communications forms linked to the DLCaEUR(TM)s activities.
  • Ensure that all deliverables respond to the expectations of the client regarding quality and quantity, as set forth in the work plan.
  • Collaborate with the Amideast Rabat office and the LLC Director to ensure smooth operations of the DLC.
External Relations:
  • Ensure relations with external stakeholders and organizations are positive and constructive and respond to the Foundation PhosboucraaaEUR(TM)s needs.
  • Nurture relationships with local partners who can contribute to, or complement, the DLCaEUR(TM)s actions and objectives.
  • Represent the DLC at selected conferences and events.
  • Host local, regional, and international delegations interested in learning about DLC activities and their impact on the economic development of the region.
  • Interface with local public authorities and other interested entities in a professional manner that advances the goals of the DLC.
  • Support planning and preparation of steering committee meetings with clients.
  • Review and approve all external communication related to centeraEUR(TM)s activities and programs.
Human Resource Management:
  • Supervise all local employees and ensure their understanding of the goals and technical approaches for all activities.
  • Ensure overall management of human resources within the framework of the DLCaEUR(TM)s status and AmideastaEUR(TM)s personnel policies.
  • Recruit and orient full-time staff and independent contractors required to implement all workplans.
  • Facilitate professional development training for staff, as required.
  • Ensure effective monitoring and advisory functions for the beneficiaries of the DLCaEUR(TM)s projects.
Financial Management:
  • Participate in the development of a budget that supports the annual work plan.
  • Ensure that all Amideast financial policies and procedures are adhered to and result in transparent and professional accounting practices.
  • Maintain up-to-date inventories of resale items and fixed assets.
  • Supervise the procurement of office supplies, equipment, furniture, etc., following Amideast regulations, and ensure that all associated documentation is maintained in hard copy and e-copy files.
  • Compile documentation required for the annual financial audit.
  • Assist in monitoring of budgets, as required.
QUALIFICATIONS AND SKILLS:
  • A MasteraEUR(TM)s degree in Business Administration, Educational Development, or a related field.
  • A minimum of 5 years of management experience, including the oversight of institutional partnerships, projects, and staff.
  • Familiarity with educational, governmental, and corporate environments in the southern regions of Morocco.
  • An in-depth knowledge of entrepreneurship and workforce development eco-systems in southern Morocco.
  • Excellent program conceptualization and design skills.
  • Demonstrated knowledge of, and experience with, monitoring and evaluation activities for youth, workforce development, and entrepreneurship programs and courses.
  • Demonstrated ability to work within deadlines and to manage multiple priorities.
  • Effective communication, organizational, supervisory, and interpersonal skills.
  • Advanced proficiency in written and spoken Arabic, English, and French.
  • Demonstrated experience in marketing educational, professional, workforce development, and entrepreneurship training programs and services via traditional and online platforms.
  • An ability to balance sensitive political and cultural issues and to develop a board base of working relationships
  • Demonstrated ability to draft technical reports and briefings in French.

  • The incumbent in this position will work in a professional office environment and will utilize the following equipment when working from the corporate office or remote home office (temporarily due to COVID-19).
