The IMF Regional Office in Riyadh (ROR) will serve the Middle East region by: (i) supporting IMF surveillance, outreach and communication in the GCC region; (ii) facilitating capacity development, including through mobilization of external resources for IMF CD activities in the Middle East region and beyond; (iii) organizing conferences, seminars and GCC peer learning activities in coordination with functional departments, the Middle East Technical Assistance Center (METAC) in Lebanon and the Center for Economics and Finance (CEF) in Kuwait; and (iv) deepening coordination with the GCC Secretariat and regional institutions such as the Arab Monetary Fund, the Arab Fund for Economic and Social Development and the Islamic Development Bank. The office will help increase the Fund's footprint in the dynamic GCC region and enhance coordination with its authorities in support of the Fund's agenda.

Duties and Responsibilities:

The Deputy Director is responsible to assist the Director in the the overall day-to-day management, administration, and operations of the Office and its staff, in line with Fund policies and procedures. He/she reports to the Director of ROR and liaises closely with the GCC division, MCD CD team, CEF, METAC, ICD, and other functional departments at IMF HQ. The Deputy Director assists the Director of ROR in its interactions with the host authorities in establishing the Office work program and its implementation as well as mobilizing their contributions to IMF CD and facilitating their relationship with ICD. The Deputy Director will assist liaising with the GCC Secretariat regarding the preparation of the annual meeting of GCC ministers with the Fund and peer learning activities. The Deputy Director will also assist in liaising with other GCC country authorities to encourage their use of the Office services, in particular in terms of outreach and support to the rotating chair of the GCC ministerial meeting. The Deputy Director will be assisted by local staff, visiting experts and secondees from the GCC region. The exact division of labor will be discussed and agreed with the Director of the ROR.

In addition to the duties listed above, the Deputy Director is expected to assist the Director of ROR in:

Developing and implementing the Office's work program plan in consultation with the host authorities, the GCC Secretariat, IMF HQ, CEF and METAC;

Supporting the preparation of the GCC annual ministerial meeting with Management in coordination with the GCC division;

Organizing conferences, workshops, seminars and GCC peer learning activities in close coordination with MCD, functional departments, CEF and METAC;

Engaging in outreach to all GCC stakeholders and the general public, and representing the Fund in relevant events hosted in the region;

Keeping abreast of and report on economic and financial sector developments in the GCC region;

Enhancing coordination with GCC authorities in support of Fund's initiatives and programs, including mobilization of financial contributions to CD;

Further strengthening coordination with regional institutions, notably the Arab Monetary Fund, the Arab Fund for Economic and Social Development and the Islamic Development Bank, for instance by developing joint work programs and implementing them;

Overseeing the Office's administrative, travel, budgeting, and accounting operations, in compliance with the Fund's administrative policies and procedures.;

Monitoring the implementation of the Office's work plan; report on progress; and disseminating information on its activities. This would include contributions to regular reports to MCD and an annual report on the work of the Office and results achieved.

Qualifications

In addition to the competencies outlined in the Fund's Leadership Development Framework, the selected candidate must have excellent analytical and communication skills; eagerness to take initiative; proven ability to tactfully interact with senior officials and build collaborative relationships; deep knowledge of Fund policies and procedures. The selected candidate should be results-oriented and able to handle multiple tasks at the same time. Knowledge of the region and Arabic would be assets but are not requirements.
