Subject Matter Expert (SME) will support a strategic workstream to review existing UAE capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with functional experts as required. This position requires experience defining civil support planning assumptions and developing capabilities development plans to achieve the organization\xe2\x80\x99s target mandate and missions. SME must have experience in developing capability development plans, including defining core mission areas. Experience in building realistic training environments, applying a framework to assess the existing organizational design, identify capability gaps, and formulate solutions is desired. Familiar with planning and conducting training seminars. Experience with developing scenarios and conducting training using constructive and virtual simulations is desired. This position requires deep understanding of Civil Support roles, responsibilities and organizations, and how these concepts and capabilities can be scaled, adapted, and trained.
Essential Functions
Apply operational and strategic level experience to support the identification of required organizational capabilities and develop fully integrated solutions that deliver the required capabilities
Provide subject matter expertise in this area
Apply appropriate concepts as the foundation for generating solutions
Understand and apply concepts and capabilities to develop soulutions for the UAE
Apply tactical and operational level experience to conduct training seminars
Provide subject matter expertise for the application constructive and virtual simulations
Support development of team roles, responsibilities and procedures
Plan and lead training seminars
Coordinate, as required, with Civil Support stakeholders
Provide subject matter expertise for disasters and emergencies
Establish and maintain relationships with UAE stakeholders and other agencies.
Exhibit culturally appropriate interpersonal and negotiation skills
Desired Qualifications
Retired Colonel with extensive Civil Support operational and planning experience
Excellent written and verbal communication skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated management and planning skills
Demonstrated experience and knowledge training with Middle East Coalition partners
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Previous work experience in the Middle East is preferred
Possess a valid Passport (with more than 6 months to expiration)
Master\xe2\x80\x99s Degree in military science, national security studies, or a related field
Served as a member of a major component command within the last five years
Ten or more years of Civil Support experience
Ability to prepare and conduct executive level briefings on a wide variety of topics, and the ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
Work history in the Middle East desired
Education and/or Experience:
Master\xe2\x80\x99s Degree in military science, national security studies, or a related field
Ten or more years of Civil Support experience
Served as a member of a major component command within the last five years
Served as a trainer
Ability to prepare and conduct executive level briefings on a wide variety of topics, and the ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
Work history in the Middle East desired
