Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing UAE National Guard capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires extensive counterterrorism experience at the tactical through strategic levels to achieve the organization\xe2\x80\x99s target mandate and missions. Areas of focus include direct engagement of terrorists to prevent attacks, preventive actions, hostage rescue, and responding to ongoing attacks directed at ground defense, maritime defense, border security and air support assets. SME must have experience in civil defense tactics, techniques, and strategies that government, military, law enforcement, and intelligence agencies use to combat or prevent terrorism to support the establishment of the UAE National Guard. SME must have experience in developing capability development plans, including defining core mission areas, defining core competencies along with the associated Doctrine, Organization, Training, Leader Development, Equipment and Personnel requirements to enable these capabilities. Experience applying the DOTMLPF framework to assess the existing organizational design, identify capability gaps, and formulate appropriate counterterrorism solutions is desired. This position requires deep understanding of the linkages and interdependencies from the strategic to the tactical level in order to operationalize implementation of the UAE National Guard. The SME must have a clear understanding of U.S. Joint and Army Doctrine, and how those concepts and capabilities can be scaled and adapted to support the UAE National Guard.
Essential Functions
Apply operational and strategic level experience to support the identification of required organizational capabilities and develop fully integrated solutions that deliver the required capabilities
Provide subject matter expertise in service-level Roles and Missions Reviews
Provide subject matter expertise in the areas of functional area analysis (FAA), functional needs analysis (FNA), and functional solution analysis (FSA)
Apply appropriate concepts as the foundation for generating capabilities-based DOTMLPF-P solutions
Provide subject matter expertise to develop a comprehensive, specialized suite of counterterrorism requirements to neutralize terrorists, their organizations, and their networks
Provide subject matter expertise for the employment of specialized counterterrorism forces and capabilities to render terrorists incapable of using violence to instill fear and to coerce the government or its citizens
Understand and apply U.S. Joint and Army Doctrine to scale and adapt concepts and capabilities to inform the development of the UAE National Guard requirements
Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
Provide appropriate recommendations to the Program Manager to support on-time development of required UAE National Guard Capabilities
Identify and document Lessons learned throughout development of required organizational capabilities
Exhibit culturally appropriate interpersonal and negotiation skills
Demonstrated experience organizing and directing counterterrorism forces to achieve civil support and military objectives
Required Qualifications
Retired Colonel with extensive experience developing risk-based counterterrorism strategies to neutralize terrorists, their organizations, and their networks
Excellent written and verbal communication skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated experience and knowledge training with Coalition partners
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Previous work experience in the Middle East is preferred
Possess active US Secret or higher security clearance
Possess a valid US Passport (with more than 6 months to expiration)
Master\xe2\x80\x99s Degree in military science, military strategy or a related field
War College Graduate or MEL 1 equivalent
15+ years\xe2\x80\x99 counterterrorism experience developing risk-based strategies, policies, plans, operations, training, and exercises at the operational and strategic levels
Experience in the design, organization, equipping, and employment of specialized counterterrorism forces
Experience managing counterterrorism operations on Corps, Army, or COCOM Staff within the last five years
