Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing UAE National Guard capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires experience defining civil support planning assumptions and developing capabilities development plans to achieve the organization\xe2\x80\x99s target mandate and missions. Areas of focus for capability development include: coordination and support for disasters and declared emergencies, support to civil disturbance, restoration of public services, support to public health services, national special security events, and periodic support to government agencies. SME must have experience in developing capability development plans, including defining core mission areas, defining core competencies along with the associated Doctrine, Organization, Training, Leader Development, Equipment and Personnel requirements to enable these capabilities. Experience applying the DOTMLPF framework to assess the existing organizational design, identify capability gaps, and formulate solutions is desired. This position requires deep understanding of the civil support linkages and interdependencies from the strategic to the tactical level in order to operationalize implementation of the UAE National Guard from existing Police, Coast Guard and Search Rescue organizations. The SME must have a clear understanding of U.S. Army National Guard Title 32 Roles, Responsibilities and Organizations, and how those concepts and capabilities can be scaled and adapted to support the establishing the UAE National Guard.
Essential Functions
Apply operational and strategic level experience to support the identification of required organizational capabilities and develop fully integrated solutions that deliver the required capabilities
Provide subject matter expertise in service-level Roles and Missions Reviews
Provide subject matter expertise in the areas of functional area analysis (FAA), functional needs analysis (FNA), and functional solution analysis (FSA)
Apply appropriate concepts as the foundation for generating capabilities-based DOTMLPF-P solutions
Understand and apply Joint and Service categories and types of Civil Support Operations Policies and Doctrine to scale and adapt concepts and capabilities to inform the development of required UAE National Guard capabilities
Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
Provide appropriate recommendations to the Project Manager to support on-time development of required UAE National Guard organizational capabilities
Identify and document Lessons learned throughout development of required organizational capabilities
Exhibit culturally appropriate interpersonal and negotiation skills
Required Qualifications
Retired Colonel with extensive Civil Support operational and planning experience
Excellent written and verbal communication skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated management and planning skills
Demonstrated experience and knowledge training with Middle East Coalition partners
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Previous work experience in the Middle East is preferred
Possess active US Secret or higher security clearance
Possess a valid US Passport (with more than 6 months to expiration)
Master\xe2\x80\x99s Degree in military science, national security studies, or a related field
War College Graduate or MEL 1 equivalent
Experience on National Guard J3 Staff, or Army J3 Staff in a Civil Support role supporting Federal Agencies
Ten or more years of Civil Support experience supporting disaster relief, support to law enforcement, CBRE consequence management, and airport, maritime, and border security
Served as a member of a major component command within the last five years
Ability to prepare and conduct executive level briefings on a wide variety of topics, and the ability to communicate effectively with relevant parties within and outside the Client and its Stakeholders
