About this role

  • Promote Incident Free safety culture program,
  • Promote and participate to HSE communications and workshops as part of safety culture program implementation.
  • Prepare and perform trainings, presentations and inductions and deliver IF training
  • Launch the EPC execution phase with Contractor,
  • Ensure safe relocation of various EPCs company teams after contract award,
  • Perform and establish good communication between Company and Contractor,
  • Participate to the selection and manage HSE personnel to cover all HSE aspects of activities on contractor construction yard,
  • Develop the Onshore training/competency Matrix,
  • Actively support Contractor in the preparation of HSE Procedures for the Project,
  • Develop in coordination with Contractor:
    • The Onshore MDR,
    • Implement an Actions Tracking Register for CTR and CPY onshore Preparation,
  • Ensure timely review of HSE aspect of documentation submitted by Contractor in MANASA,
  • Ensure proper Emergency Response Plan are in place in his area of responsibilities for company personnel,
  • Audit and inspect all premises (accommodation, canteens…) that are intended to be used by company Personnel to confirm that they meet expected standards in term of hygiene and safety.
  • Supervise the Construction/Installation/Integration activities: ensure that the work is carried out in compliance with company values and policies, relevant laws and regulations, agreed company priorities and objectives, company standards and procedures and good industry practices,
  • Perform, in a regular basis, Health & Safety inspections in compliance with CPY policy and expectations,
  • Perform HSE audits in accordance with Contract requirements,
  • Ensure that all works are performed without any risk for surrounding areas,
  • Encourage and promote HSE practices improvement during construction phases,
  • High class HSE administration skills, Training / Incident investigation / Cause Tree Analysis lead & reporting etc.
  • Promote the Project HSE policies including the safety observations program,
  • Implement, communicate and monitor the correct implementation of the Incentive Scheme (3 programs) as per contract,
  • Follow-up on mandatory HSE trainings for Company and Contractor’s staff,
  • Ensure robust control of co-activity is implemented at Worksites,
  • Participate to risk assessments workshop for construction activities, implementation of mitigations measures and early identification of new risks,
  • Ensure identification of risks due to operational changes and implementation of management of changes procedures with associated risks analysis
  • Control and participate in Toolbox meetings,
  • Check and monitor that environmental conditions are correctly implemented and maintained,
  • Participate and observe Emergency drills organized by Contractor,
  • Participate to regular Worksites coordination meetings to report HSE activities for all disciplines ,
  • Participate and report on hygiene and safety tours,
  • Maintain good relationships with Contractors, being flexible enough but also strict when necessary to achieve the HSE objectives of the Project,
  • Report all HSE related activities (KPI, incidents registration etc) to hierarchy,
  • To carry out any other duty or task that may be assigned by hierarchical superiors,
  • Ensure that all activities related to working at heights are performed in a controlled and safe manner,
  • Particular attention and strict implementation of the rules and Company standards in relation to scaffolding and lifting management.



What you need to bring

  • Degree or equivalent in HSE Risk Assessment, environment, engineering or similar disciplines,
  • Large experience (at least 10 years) on similar activities at equivalent position,
  • Knowledgeable in Rigging & lifting, Working at height, scaffolding activities
  • Previous experience in large EPCIC projects greenfield and brownfield environment,
  • Strong experience in Asian Construction Yard,
  • Major oil and gas standards and best practices specialist,
  • Fluency in English mandatory.
  • Conversant with usual business suites (Word, Excel, PowerPoint, Access databases).
