Job Description

Overview:

This position is physically located in Qatar in support of LOGCAP

Provides management and oversight of all LOGCAP V Transportation functions on the site; specific activities include, Installation Transportation Office (ITO), Transportation Motor Pool (TMP) to include Material Handling Equipment (MHE), Movement Control Team (MCT), Container Management, and the Central Receiving and Shipping Point (CRSP) in direct support of the Directorate of Logistics (DOL) mission. Serves as a key customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes milestones and monitors adherence to plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Knowledgeable of various Army Information Systems (AIS) i.e., G-Army, JCM, CMOS, GATES, etc. Ensures contract personnel, to include subcontractors, are trained, qualified and certified as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the Performance Work Statement (PWS), Statement of Work (SOW) and/or Technical Data Package.

Responsibilities:
This position description is subject to change at any time as needed to meet the requirements of the program or company.Provides cost, schedule, and technical performance guidance to ensure successful completion of program objectives. Coordinates with Leadership. Oversees the coordination of work priorities and monitoring of methods, procedures, and programs. Develops and maintains relationships and partnerships with customers, peers, and other stakeholders as required. Performs other duties and assignments as required.

Qualifications:

Education/Experience Requirements

MINIMUM QUALIFICATIONS:

+ One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor's Degree, preferred
+ Required to have a NAC-I

EXPERIENCE:

+ The TM shall have at least eight (8) years of experience relating to Transportation services provided by the installation. This requirement is not waivable.
+ Preferred candidates will possess at least four (4) years of Military Transportation experience at a Supervisory level.
+ Experience managing government contracts highly desired.

SUPERVISORY/BUDGET RESPONSIBILITIES:

+ Provide broad guidance and direction to a multinational team.
+ Oversee Budget Management within the Installation Transportation Office

Skills:

+ The TM shall be capable of providing analysis of practices and problems of all functions of Transportation to facilitate the DOL by increasing the effectiveness of Transportation support provided by the installation.
+ Excellent communication and writing skills are required along with a working knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications.
+ Great organizational and management skills with a strong ability to work independent as a member of a robust team.

Physical Requirements:

+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Visual Acuity

+ The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

Working Conditions

+ The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
+ The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
