Job Purpose
The Traffic Engineer (TDP Designer) is responsible for the preparation, development, and coordination of Traffic Diversion Plans (TDP) in support of both planned and unplanned works.
The role ensures that all TDPs proposal comply with Qatar standards, WZTMG Rev 1.2, QTCM, QRMM, and other contractual requirements.
The incumbent works closely with the CAD drafting team, internal stakeholders, and authorities to secure timely approvals and ensure safe, compliant implementation of traffic management schemes.
Principal Accountability & Responsibility :
Lead the development of comprehensive
Traffic Diversion Plans (TDPs)
documentation in full compliance with WZTMG Rev. 1.2, Qatar Traffic Control Manual (QTCM), Qatar Highway Design manual (QHDM) and contract specifications. This includes planned works, unplanned events and development of diversion routes and all required directional signing.
Coordinate with internal O&M teams and gather
technical inputs
on work scope, constraints, risks and staging requirements. Conduct early
site visits
to assess geometry, traffic conditions and safety considerations that affect the design.
Develop
concept-level TDP
proposals and participate in consultation meetings with Authority stakeholders. Progress concepts into detailed TDP designs including layouts, diversion routing, directional signs, cross-sections, buffers, signage schedules, speed management, pedestrian arrangements and TTM phasing.
Design and prepare
emergency diversion routes
for unplanned events such as major incidents, road closures or emergency maintenance to ensure safe and rapid network operation under abnormal conditions.
Provide clear
work instructions
and technical guidance to technicians, draughtsmen and inspectors to support preparation of CAD drawings and documentation. Ensure submissions comply with authority online systems such as QPRO.
Verify and
quality check
all TDP documentation including drawings, method statements, risk assessments and schedules before submission. Support the submission process and respond to Authority comments in a timely and technically sound manner.
Perform appropriate
traffic impact analysis
including assessments of congestion, queueing, lane capacity and diversion effects. Coordinate with external consultants for Traffic Impact Assessments when required and maintain working knowledge of traffic modelling software such as Synchro, SIDRA and HCS.
Apply specialised knowledge of
Temporary Traffic Management
for
high-speed roads
, collectors, tunnels and urban environments. Incorporate international best practices to enhance safety and mobility.
Coordinate with internal teams responsible for
road space booking
/
road occupancy
to ensure alignment with road occupancy requirements and constraints.
Conduct
follow-up site visits
during implementation to ensure the deployed TTM matches the approved TDP. Identify deviations, agree safe modifications when necessary and incorporate lessons learned into future designs.
Expert
knowledge
of on-site
TTM implementation
requirements including the appropriate health and safety requirements.
Provide operational guidance to internal teams and contractors to ensure correct interpretation and use of TDPs during setup, maintenance and removal of TTM.
Maintain accurate
records
and schedules of all TDP and their status, ensuring full traceability and validity at all times.
Prepare
internal reports
, technical notes and briefings to support operational planning and management decision making.
Advise the
CAD team
on
best practices
and standards to ensure consistent and high quality drawing production.
Perform any other related duties assigned by the Traffic Operations Manager.
MME approval or capability of obtaining approval.
Qualifications
Education:
Bachelor's degree in Civil Engineering, Traffic Engineering, or a closely related field.
Experience Requirements:
6-10 years of professional experience in road operations, temporary traffic management, or traffic engineering within consultancy, contracting, or O&M environments.
Minimum 4 years of specialised experience developing Traffic Diversion Plans (TDPs) and Temporary Traffic Management (TTM) schemes for high-speed roads, collectors, tunnels, and urban corridors.
Demonstrated experience working with Ashghal authority processes, including TDP approvals, QPRO submission workflows, and coordination with MOI Traffic and Road Corridor Management (preferred).
Proven experience conducting site assessments, risk evaluations, and design verification for traffic management schemes.
Experience coordinating with multidisciplinary teams and supporting operational planning for maintenance, emergency works, and capital works interfaces.
Knowledge of Qatar's road network, traffic patterns, and common diversion routes is preferred; however, strong international candidates will be considered if they can quickly learn and adapt to the network.
Possess a valid driving license.
