Review and analyze tender documents (drawings, BOQ, specifications, contract conditions, etc.) to understand scope and requirements.
Lead the preparation and submission of technical and commercial proposals within deadlines.
Coordinate internally with estimation, engineering, procurement, planning, and finance teams.
Prepare tender clarification queries and manage correspondence with clients and consultants.
Develop and maintain tender schedules to ensure timely delivery of submissions.

Cost Estimation & Pricing
Oversee and review cost estimations for civil, architectural, MEP, and fit-out works.
Evaluate material and subcontractor quotations to ensure competitiveness and compliance.
Develop pricing strategies aligned with company objectives and market conditions.
Perform risk assessments, value engineering, and alternative proposals to optimize pricing.

Strategic Planning & Market Intelligence
Identify and prioritize tender opportunities that align with company strategy.
Monitor market trends, competitors, and pricing benchmarks.
Support management in bid/no-bid decision making.
Build and maintain strong relationships with clients, consultants, and suppliers.

Compliance & Documentation
Ensure tender submissions comply with contractual, legal, and technical requirements.
Prepare executive summaries and bid review reports for management approval.
Maintain tender registers, cost databases, and historical records for future reference.
5.
Team Leadership & Development
Manage and mentor a team of estimators, quantity surveyors, and proposal coordinators.
Assign responsibilities, monitor progress, and ensure accuracy in deliverables.
Promote continuous improvement in tendering and pricing processes.
Qualifications & Experience
Bachelor's degree in Civil Engineering, Architecture, or a related field (Master's degree is a plus).
Minimum 8-12 years of experience in tendering and estimation, with at least 3 years in a managerial role.
Proven experience in fit-out / construction projects in the UAE or GCC region.
Strong knowledge of contract conditions (e.g., FIDIC), pricing strategies, and local market rates.
Excellent negotiation, analytical, and communication skills.
Proficient in MS Office, estimation software, and AutoCAD.
