Technical Manager

Key Role Purpose: Leading Technical Governance
The Technical Manager will be the central point of control for technical documentation and approvals. You will lead and govern the project's technical delivery, including:
Design Reviews

Authority/Consultant Interfaces
,
BIM/Coordination
, Document Quality Control, and
Value Engineering
.
The ultimate goal is to ensure all designs, shop drawings, and submittals consistently meet stringent
UAE Codes

Authority Requirements
, and Employer Standards, safeguarding project cost, schedule, and quality.
Core Responsibilities
Design Review & Compliance:
Conduct comprehensive reviews of Architectural, Structural, and Steel designs against all applicable
UAE codes, regulations, and Employer Requirements
. Drive documentation and closure of non-conformities.
Authority & Stakeholder Liaison:
Serve as the primary liaison for obtaining design, shop drawing approvals, and NOCs from
Authorities, Clients, and Consultants
. Maintain robust risk trackers and strategic escalation protocols.
Documentation Quality Control:
Implement and enforce rigorous quality checks for all submissions to ensure adherence to control measures and official templates.
Value Engineering (VE):
Propose and deliver substantiated
cost/time optimization solutions
that maintain performance criteria.
Technical Leadership:
Provide critical site technical support (RFIs, Constructability), lead design review meetings, and manage a team of Project Coordinators/Technical Engineers, ensuring timely delivery of technical submissions.
BIM & Coordination:
Govern coordinated models and lead
BIM Clash Management
across all disciplines (Arch/Str/MEP/Facade) to freeze interfaces ahead of execution.
Mandatory Requirements (Non-Negotiable)
Only candidates who meet the following strict criteria will be considered:
Education:
Bachelor of Engineering (B.E.) in Civil Engineering
AND
a Post-Graduation qualification in Structural Engineering
OR
an Architect with demonstrable experience leading project coordination and design teams.
Professional Experience:
10-15 years
of total experience, with significant, proven experience in
Technical Management
or Design Coordination gained specifically with a
UAE-based Main Contractor
.
Statutory Knowledge:
Expert-level knowledge of
UAE Authority processes
, local building
codes/standards
, and sophisticated
multi-discipline coordination
(Architectural, Structural, MEP, Steel, Facade).
Required Competencies
Deep technical comprehension with the ability to challenge and validate complex designs.
Proven record in
Authority Interface Management
and approvals strategy.
Exceptional quality mindset and strong documentation discipline.
Demonstrable leadership, negotiation, and stakeholder management skills.
