Position Summary
We are looking for a dynamic and strategic Talent Acquisition Manager to spearhead our extensive hiring and manpower planning endeavors. This pivotal role requires a hands-on leader with substantial expertise in managing high-volume blue-collar and semi-skilled recruitment. The ideal candidate will be responsible for developing and executing end-to-end talent acquisition strategies to meet the evolving needs of our diverse business units, ensuring we attract, deploy, and retain a high-caliber workforce.
Key Responsibilities
Strategic Talent Acquisition & Manpower Planning:

  • Lead and execute comprehensive, end-to-end recruitment strategies for large-scale manpower requirements across multiple business units (Facilities Management, Security, etc.).
  • Partner with senior leadership and department heads to understand business objectives and translate them into actionable workforce plans.
  • Manage workforce forecasting, planning, and deployment to ensure the right talent is in the right place at the right time.
Sourcing & Pipeline Development:
  • Develop and implement innovative, effective sourcing plans to build a sustainable talent pipeline for blue-collar and semi-skilled roles.
  • Utilize a multi-channel approach, including direct sourcing, job portals, referrals, and on-ground recruitment drives, to attract a diverse pool of candidates.
  • Proactively map the talent market to stay ahead of hiring demands.
Vendor & Agency Management:
  • Manage and nurture relationships with recruitment agencies, labor suppliers, and other external vendors.
  • Negotiate contracts and service level agreements (SLAs) to ensure the highest quality of service and cost-effectiveness.
  • Monitor vendor performance, conduct regular reviews, and ensure compliance with company standards and UAE labor laws.
Process Excellence & Compliance:
  • Oversee the entire recruitment lifecycle, from requisition to onboarding, ensuring a smooth and positive candidate experience.
  • Ensure all hiring practices are fully compliant with UAE labor law and company policies.
  • Implement and improve recruitment metrics and reporting to track efficiency, quality of hire, and time-to-fill.
Qualifications & Experience
  • Minimum 8-10 years of progressive experience in talent acquisition, with a significant focus on high-volume blue-collar and semi-skilled hiring in the UAE.
  • Proven expertise within the Facilities Management, Security, Construction, or Manpower Solutions industries is essential.
  • Demonstrated experience in manpower planning, workforce deployment, and vendor management.
  • Prior experience working with or for semi-government or large, structured corporate organizations is highly advantageous.

  • Problem Solver: Adept at navigating challenges in large-scale recruitment and finding effective solutions.
  • Tech-Savvy: Proficient with Applicant Tracking Systems (ATS), HRIS, and MS Office.
