To provide advice and manage the Group\'s capital position, including development of the global capital management policy and allocation/ limit framework, and related analysis to ensure the Group has a sound and solid capital structure aligned with its capital risk appetite and with the Group\'s overall return on equity objective, while adhering to domestic and international regulatory requirements.

KEY ACCOUNTABILITIES:

Strategic Contribution
  • Ensure effective cascading of the functional strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
People Management
  • Manage the effective achievement of assigned objectives through the leadership of the department by setting of individual objectives, managing performance, developing and motivating staff to maximise sectional performance.
  • Lead the talent development initiatives for the assigned department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organisational values and ethics by employees of the assigned department to foster a value driven culture within the bank.
Budgeting and Financial Planning
  • Manage the preparation and recommend the department budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Systems, Processes & Procedures
  • Manage and ensure effective implementation of treasury functional policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Capital Management Framework
  • Develop and maintain a Global Capital Management policy, including allocation / limit framework in order to ensure compliance with both domestic and international regulatory requirements.
  • Develop the capital risk appetite in coordination with Group Risk and provide recommendations to the Group Treasurer, in order to ensure alignment with the overall corporate strategy, and risk framework.
  • Provide recommendations to the Group Treasurer on the internal measurement and allocation of capital, the RAROC (Risk Adjusted Return on Capital) calculator and thresholds, based on the analysis conducted, ensuring alignment to the risk appetite and required regulations.
  • Manage the development of a system and reporting framework that would allow Business and senior management to correctly capture the underlying value of client\'s sectors/products/geography on a risk adjusted return on capital basis.
  • Provide input for the potential capital management engine project to the designated Project Manager to allow him to identify, measure and report the Group Capital position and all performance metrics including forecasting/stressing.
  • Liaise with Business Line CFO\'s and Country CEO\'s on a regular basis to ensure the efficient deployment of capital by forecasting return metrics on future business plans or changes to strategy and product offering or rates.
Relationship Management
  • Liaise with domestic and international regulators and Business Line CFO\'s/Country CEO\'s on any proposed domestic and international regulatory requirements/changes in order to provide the necessary advice and impact analysis.
  • Work with rating agencies to ensure that the capital position is aligned to the Group\'s stated credit rating objective.
  • Develop excellent relationships with CB (Central Bank) UAE providing input and recommendations on domestic regulatory requirements on capital with a view to align with international standards. (e.g. drive Basel iii capital implementation for the UAE).
Compliance
  • Ensure compliance with the Group\'s internal and external capital ratio requirements via compliance with capital risk appetite.
Continuous Improvement
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
  • Ensure that all department reports are prepared timely and accurately and meet Group requirements, policies and quality standards.
Qualifications

Minimum Qualification
  • Bachelor\'s degree in Finance, Accounting, or related discipline.
  • Master\'s degree in Business Administration or related discipline, is preferred.
Minimum Experience
  • 12 years\' relevant experience in the banking sector with at least 4 years in similar positions of progressively increasing managerial responsibilities in the capital management function.
