We are a UAE based refiner with a global reach. Every year, we supply more than 40 million tons of high-quality refined products to markets around the world. We have been operating in Abu Dhabi for more than 40 years, playing a crucial role in serving both the ADNOC Group and the United Arab Emirates. Our facilities are jointly able to refine nearly a million barrels of crude oil and condensates per day. We operate the world\'s fourth-largest single-site refinery in the town of Ruwais in Abu Dhabi\'s Al Dhafra region. About the Job

• Develop, performs effective management of Civil Maintenance Works at the ADNOC Refining HQ , Abu Dhabi Refinery and Mussafah Terminal, and two Ruwais Refinery , including modifications, installations with routine maintenance, preventive and running and ensure a quality and cost effective services with high focus on HSE.
• Manage the implementation of services of contractor\xe2\x80\x99s works are in compliance with standards / specifications and constantly evaluate the contractors work and performance.

Key Accountabilities

Ensure preparation/development of planned preventive maintenance programs, commissioning, alterations, installation, maintenance and repairs.

Plan and follow up Contractors work programs and monitors implementation to ensure adherence to terms and conditions of contracts

Contribute and involve in the preparation of capital/operation maintenance budget, pre/post tender activities

Evaluate Office and Building service requirements and recommend enhancement / improvements / replacements as appropriate.

Coordinate with concerned departments and prepares proposals ensuring the integrity of all installations and execute the works in the most efficient manner.

Reviews and advise modification/maintenance requirements, Identify and trouble-shoot, through Supervisor/Contractors Specialist, and submits necessary report specifying causes of defects.

Performs other related duties such as: evaluating/assessing Building Maintenance/Services contractors and suppliers pre-qualifications prior to enlisting on the Company\xe2\x80\x99s approved list, participating in the technical evaluation of Contractors.

Study received requests, pass routine works to the Area Contractor for execution and follow-up until completion. Conduct routine and spot checks to evaluate the completed work.

Evaluate against approved checklist for civil/structural defects, quality of workmanship, HSE Issues.

Communicate any shortfalls to Landlord\xe2\x80\x99s representative/ in charged entities/ Contractors to ensure that the units and facilities are sound and in accordance to acceptable level. Recommends acceptance or rejection of work and offered solutions.

Promotes safety awareness among contractors, participate in HSE awareness meetings. Actively participates and promotes Near Miss Reporting & Behaviour Safety Audits. Carryout safety inspections in accordance with HSED on related issues. Prior to execution of activities, identify risk involved and prepare and approve risk assessment with concerned parties. Obtain necessary Permit to Work as required.

Prepare file notes, technical reports, and evaluates contractors performance and recommends improvement.

Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.

Investigate and highlight any significant variances to support effective performance and cost control.

Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section\xe2\x80\x99s work programs in line with Company and International standards.

Comply with all applicable legislation and legal regulations.

Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.

Innovation and Continuous Improvement

Design and implement new tools and techniques to improve the quality and efficiency of operational processes.

Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices

Reports

Provide inputs to prepare Section MIS and progress reports for Company Management

Minimum Requirements

• Diploma in Civil Engineering or equivalent.
• At least 7 years of job experience in Civil Facilities maintenance services & administration of maintenance agreement, preferably within a plant in the Oil and Gas or Petrochemical Industry.
• Relevant professional certification
