Represent the developer as the operational lead, managing contractors and consultants, resolving technical issues, and overseeing project execution to ensure timely delivery, budget compliance, and adherence to quality and safety standards.
Key Responsibilities
- Construction works planning (Soil Investigation, Enabling works, Main works, Facade, Fit-out).
- Material and human resources planning (Deployment schedule, Site mobilization plan, Labor movement schedule etc.).
- Cost planning and cost control (Chash flows, IPCs, Change orders etc.).
- Form the project team (site managers, engineers, supervisors, foremen etc.).
- Arrangement of all construction works.
- Monitor and review all construction activities carried out by main contractors and subcontractors.
- Operational management of all construction activities.
- Ensure that the works comply with approved drawings, specifications, authority requirements, and contract conditions.
- Act as the primary liaison between the developer, project consultants and main contractor.
- Review contractor's performance in terms of progress, quality, HSE, and cost.
- Review contractor claims, variations, and payment applications from a technical standpoint.
- Coordinate with commercial team to ensure alignment of construction progress with billing and contract deliverable.
- Lead progress and technical meetings, drive resolutions to conflicts and construction-related issues.
- Monitor and enforce the fulfilment of contractual obligations by main contractors.
- Ensure implementation of QA/QC procedures across all stages of construction.
- Validate reported progress, cross-check actual work status against planned milestones.
- Identify construction risks and delays early, and propose mitigation strategies.
- Monitor testing, inspection, and handover processes, including authority inspections (DDA, Civil Defense).
- Develop the company's position on various issues in coordination with the legal department.
- Collaborate with internal and external stakeholders.
Required Qualifications
- Bachelor's degree in civil engineering or architecture.
- Minimum 10 years of experience in high-rise construction, with at least 5 years in a leadership or construction management role.
- Proven experience in delivering luxury residential or mixed-use towers.
- Knowledge in structural, MEP, facade, ID, and authority regulations.
- Proficient in project management tools (Primavera, MS Project), AutoCAD, and document control systems.
Preferred Qualifications
- PMP certification or equivalent project management training.
- Experience with Dubai development regulations and authorities (DDA, DEWA, RTA, etc.).
- Exposure to design management or contractor-side execution is an advantage.
- Working knowledge of sustainability certifications (LEED) in construction execution, if applicable.
