The position is responsible for establishing competency profiles, design, develop and roll out competency assessment and management for all HSE roles and HSE critical roles within ENOC group. The incumbent also is responsible for the design, development, maintenance, updating and administration of HSE related training and development programs to support the implementation of the ENOC HSE Competency Development program.
Principal Accountabilities
HSE Competency Framework Establish competency matrix for all HSE roles, HSE Critical positions as well as HSE functional requirement for all ENOC staff in consultation with GHR Lead the design and development of HSE functional competency profiles with specific requirements at each level Guide the corporate and BU HSE management in conducting competency gap assessments and training needs analysis Coordinate with GHR/L&D for the development, review, update and implementation of HSE Competency Framework Develop training intervention plans and monitor for re-assessment HSE Training Lead and develop HSE training strategy, HSE training annual plans, training matrices and curriculum based on identified competency gaps Design, develop, maintain and update programs for technical and competency-based training of HSE positions and HSE Critical positions. Design, develop, facilitate and lead HSE training programs designed to comply with regulatory requirements.
Additional Principal Accountabilities
Develop and publish Group HSE training calendar to ENOC Group including regular updates Acts as secretary of the ENOC Group HSE Training Accreditation Committee Maintain GHSE training library - Presentations, Course Outlines etc. - Updates master list of documents and collect acknowledgement from staff Act as the Custodian of general guidelines and standards on HSE competency assessment and training Participate and collaborate with other HSE Specialists in the development and improvement of continuing accreditation, education, and training programs for managers, supervisors, employees and contractors to ensure they stay current with HSE best practice and technological development. Audit and evaluate the effectiveness of the training program by analyzing safety reports, incident investigations and other supporting records. Recommend and implement improvement by collaborating with other HSE Segment Managers and BU HSE Leads. Source out specialized training courses to external subject matter experts and safety training organizations and assess their effectiveness. General Administrative Support Provides any team related administration requirements to the HSE Performance and Development Manager
Experience
Minimum Requirements Minimum Educational, Professional and Vocational qualifications required A Bachelor\'s degree from a recognized University/College, preferably in any branch of engineering or science. Deep understanding of various HSE and operational roles in an oil and gas industry Sound knowledge on Competency framework and assessment practices Ability to work independently with minimal supervision as well as team member. Should be result oriented and cost conscious Should be able to adapt to changing needs and circumstances. Good articulation skills both written and verbal Good command of English both verbal and written. Arabic an advantage MS Office applications especially in Excel and Power point. Minimum years of relevant work experience Minimum 8 years of operational experience in Oil & Gas Industry of which at least 3 years of experience in a training and competency management role.
