Job Description

Long International, a project management and engineering and construction claims consulting firm, is seeking a Senior Quantum/Damages Expert with proven and verifiable experience to work on engagements concerning the analysis of contractor and owner performance on large engineering and construction projects. The position includes quantum/damages analyses including: man-hour, quantity, and cost variance analyses; evaluation of the reasonableness of the contractor\xe2\x80\x99s bid estimates; costs of changes in scope; loss of productivity claims; delay/prolongation costs; costs associated with contractor performance problems/rework; and calculation of Owner damages. Ideally, the expert\xe2\x80\x99s location will be in Dubai. Experience on building and infrastructure projects is preferred. Primary Responsibilities: Candidates should possess a minimum of 20 years of experience in several of the following major U.S. and international project types: building, infrastructure, transportation, oil refining, petrochemical, chemical, offshore oil & gas, pipeline, LNG, GTL, NGL, mining and mineral processing, industrial, manufacturing, pipelines, power and energy. Responsibilities include: \xc2\xb7 Independently review and verify project costs for preparing or evaluating cost-based claims associated with labor, materials, subcontractors, change orders, rental and owned equipment, and home-office overhead. \xc2\xb7 Review and perform preliminary analyses of documentation and technical, delay, and cost issues, and then perform detailed cost analyses that support opinions in an expert report. \xc2\xb7 Determine how the project would have been performed under the contract and evaluate the cost impact of non-performance on the outcome of the project. \xc2\xb7 Verify and reconcile costs in cost ledgers, cost reports, accounts payable and receivable reports, and other cost records. \xc2\xb7 Perform loss of productivity analyses such as: measured mile analysis, industry studies, reasonableness of bid productivity, actual productivity/earned value calculations, timing of impacting events, and cumulative impacts. \xc2\xb7 Perform detailed damage analyses, such as: evaluate reasonableness of bid and calculation of bid errors; assess Owner\xe2\x80\x99s responsibility for direct cost issues; assess responsibility for quantity overruns; assess responsibility for performance problems; assess responsibility for unresolved change order requests; apportion contractor\xe2\x80\x99s delay costs; apportion responsibility for man-hour and cost overruns; analyze and allocate loss of productivity man-hours and costs; prepare detailed man-hour variance analysis matrix; prepare detailed cost variance analysis matrix; assess liquidated/actual damages; assess costs associated with Owner\xe2\x80\x99s counterclaims; and prepare damages results. \xc2\xb7 Prepare draft claims documents, presentations, reports including Expert Report, and Expert Rebuttal Reports regarding damages analyses, and review with client and project team. Prepare final claim documents, presentations, Expert Reports, and Rebuttal Reports. \xc2\xb7 Prepare for testimony, provide expert testimony at depositions, provide discovery support to counsel, and provide arbitration/litigation expert testimony. \xc2\xb7 Work diligently with internal and external project teams to develop claims/dispute resolution strategies. \xc2\xb7 Present analyses and advice regarding damages for use in negotiations with owners, contractors, and/or other parties. \xc2\xb7 Write Expert Reports and testify in arbitration or litigation to present findings and opinions. Periodic international travel may also be required depending on the location of a project assignment. Requirements: \xc2\xb7 A bachelor\xe2\x80\x99s degree in engineering, construction management, business, accounting, or related subjects from an accredited college/university, 20+ years of experience, or the equivalent combination of education and experience within the engineering and construction, and/or construction consulting industry. \xc2\xb7 Registered Professional Engineer preferred, but not required. \xc2\xb7 CCP, PSP or PMP certification is highly desirable. \xc2\xb7 Prior testimony experience is required. \xc2\xb7 Experience that demonstrates exceptional analytical and problem-solving skills on large engineering and construction projects concerning but not limited to engineering, engineering management, project management, procurement, construction management, cost estimating, planning and scheduling, project controls, and/or contract administration. \xc2\xb7 Knowledge of and experience with damage analysis methodologies and principles, such as those addressed in AACE International\xe2\x80\x99s RP 25R-03 and analysis of disruption as discussed in the Society of Construction Law\xe2\x80\x99s Delay and Disruption Protocol. \xc2\xb7 Identification and analysis of the root causes of engineering, procurement, and construction performance problems, and the resulting cost overruns. \xc2\xb7 Project estimating and project controls experience on actual projects. \xc2\xb7 Knowledgeable of integrated cost and schedule control concepts. \xc2\xb7 Excellent oral and written skills for communication with a wide variety of internal and external parties. Samples of written work products will be required. \xc2\xb7 Must be a successful team leader with the ability to deliver expert services and project team leadership in all facets of project assessments, contract dispute analysis and resolution, litigation, arbitration, mediation support, and expert testimony. \xc2\xb7 Proficiency in Microsoft Office and other industry-related software. \xc2\xb7 Data analysis using Excel and Access.
