- Manage all aspects of Network Planning, Engineering and Optimization including Network roadmap conceptualization and realization, long term network evolution strategic planning that keeps the Network ahead in meeting business requirements as well as providing sustainable competitive advantage to the organization.
- Close coordination with OG group, adapting best practices and best solutions in network strategy formulation, preparation of long term business plan and annual operating plan; formulation of network budget and expansion strategy. Managing execution of network expansion implementation.
- Manage activities; define capacity and functionality strategy planning of Network Rollout & Infrastructure Implementation function, in line with Ooredoo Telecom’s assumptions and growth plans, both strategically and as in roadmap. Responsible for the overall management direction and Implementation providing site acquisition, Civil, Power, IP & Transmission deployment services to Ooredoo Telecom’s Network.
- Long term and short term planning of all network elements and associated services to meet business requirements, road map formulation and implementation/ realization.
- Ensuring Ooredoo network has sustainable competitive advantage over competitors through superior service quality and excellent network coverage
- Preparation and execution of long term business plan (network related) and annual operating plan.
- Review the expansion status periodically, review the business predictions and recommend necessary amendments in the annual operating plan.
- Network evolution strategic roadmap, ensuring optimum capacity and features are provisioned to meet business objectives.
- Ensuring optimum performance of services and maintaining KPIs that will provide excellent customer experience
- Reviewing and approving the solutions to customer service related issues, manage the execution of changes and implementations.
- Undertakes risk assessment projects, identifying exposures and possible consequences, and recommends contingency plans to protect Ooredoo Telecom staff and assets in disaster scenarios.
- Introduces and ensures compliance with international Quality Assurance programs that set standards, specifications and best practice procedures.
- Convenes regular meetings and provides professional and technical expertise and inspiration to engineering and planning teams to create synergies.
- Budget preparation; CAPEX & OPEX Planning, managing capex expenditures and cost control.
- Managing Network Capex from KD 18m to 25m KD per year.
- Manage the Radio Network capacity planning to meet business objectives, coverage planning and undertaking Quality improvement program.
- Maintaining Radio performance, managing the network optimization activities, provisioning of interim capacity and meeting seasonal traffic surge needs.
- Manage the yearly network radio coverage plan active solution and passive solutions, repeaters , special solution planning and maintaining excellent performance of Radio network.
- Frequency management, coordination with other operators/ agencies in GCC on frequency matters and interference issue.
- Manage all aspects of Radio network planning, development, optimisation, expansion and roll-out to ensure Ooredoo Telecom has the capability to meet current and future customer/traffic demands.
- Responsible for the Network (Radio, IP/Transmission & CME) input into the Ooredoo CAPEX and OPEX Budget Plans.
- Manage the production of tender documentation, undertake commercial and technical evaluations of bids, and make recommendations for preferred suppliers and assists in negotiations and management of relations.
- Participate in national and international standardisation work, ensuring that Ooredoo Telecom’s position and views are given the appropriate level of consideration.
- Ensure that upper management is informed on all critical issues pertaining to the area responsible for.
- Responsible for developing business case with cost analyses, design considerations, and implementation time-lines for the Network projects.
- Monitors expenditure for effective cost control and justifies variances for the network elements.Strategic planning, roadmap, and vendor negotiation for All IP/Transmission Network projects.
- Manage budget planning, preparation of business plan and annual operating plan for IP/Transmission network elements and associated services.
- Project management and supervision of Transmission network capacity expansion and modernization.
- Manage all Transmission planning, design, and engineering activities, formulating strategies and plans and produce recommendations for technological growth.
- Manage Microwave expansion plan and strategies to support traffic growth and customer growth as projected by business.
- Manage IP/MPLS design, expansion plan, capacity management and routing plan, interfaces as well as core IP design.
- Ensure civil, IP, Transmission implementation engineering contractor compliance with
- terms and conditions and deliver completed sites on time and to required standards.
- Manage the ISP connectivity and provisioning, capacity and type of Transmission technique, contract review and finalization with vendors,
- Manage and define capacity and functionality strategy planning of Transmission Systems in line with Ooredoo Telecom’s assumptions and growth plans, both strategically and as in roadmap.
- Ensuring proper network system and service asset utilization by challenging plans for purchase of new network infrastructure equipment/systems and stressing on maximal use of existing systems and service tweaking.
- Meet quality and performance KPI with supporting documents.Managing network projects, ensuring the implementation & roll out is achieved in specified time frame with minimum impact on customer services.
- Liaises and negotiates with contractors and vendors for realizing project roll-outs on time and with high quality deliverables.
- Manage the Network BTS Sites rollout deployment and Implementations in terms of the civil/Power works and complete the requirement milestones on time.
- Manage a deployment of 100-150 sites yearly (outdoor & indoor BTS Sites) in addition to quality/ capacity optimization works.
- Manage the Network Data Centres / BSC`s requirements (planning. & Deployments) – for the Civil & electromechanical infrastructure.
- Manage and maintain the track of current civil/power inventory & future forecast of all power equipment requirements.
- Complete vendor management from site acquisition to integration of BSS and NSS networks.Proactively manage and motivate the team to be highly professional and results oriented.
- Work to improve employee performance through personal coaching and identifying training and development needs.
- Ensure Individual Development Plans (IDP) is completed for all staff in accordance with Ooredoo Telecom policy.
- Recruit reporting staff as required.
- Conduct annual performance appraisals (Performance Management System) and ensure objectives set are monitored and achieved.Proactively take responsibility for self-improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.
- Other duties as directed by supervisor or other superiors.
- Bachelor degree in Engineering or related discipline and appropriate registration with a recognised professional institute
