Job Description

KEY ACCOUNTABILITIES: The Contract Manager is responsible for:
  • Managing the procurement processes of multiple global projects across DP World’s business portfolio.
  • Ensuring all procurement-related contracts deliver the best value to DP World (completed on time, on budget and quality as per the agreed scope of works)
  • Ensuring all tenders are conducted in a fair, transparent, auditable, and ethical manner (as per the Group Procurement Policy).
  • Collaborating with key project stakeholders (including Project Management, Business Development, Engineering, Operations, Legal, Insurance, Commercial, Finance, and Business Units) to ensure the successful delivery of projects.
  • Reporting progress throughout the project-related procurement phases to relevant project stakeholders.
  • To keep up to date and current with latest regulations, standards, legal requirements etc.
  • Support Internal and Government Audits with any project-related procurement queries.
  • Establish trusted relationships with project stakeholders and counterparts in global procurement departments across the Group.
  • Conduct cost control and value engineering activities in all relevant procurement phases.
  • Provide support to the Group Procurement Dept. for developing policies and procedures, process improvement and document standardization initiatives
  • The Contract Manager will be responsible for specific tasks in each project-related procurement phase, as explained herein:
Pre-tender Phase: Conduct procurement strategy meetings with key project stakeholders to:
  • Ensure a clear understanding of the project.
  • Define the timescales for completing the procurement process.
  • Identify the best procurement method and contract type to be executed for the project.
  • Define the tender scoring criteria for the project.
  • Define roles and responsibilities of project stakeholders involved in the procurement process.
  • Identify and assess procurement-related risks to ensure adequate risk mitigation strategies are in place.
Vendor Selection and Pre-Qualification:
  • Provide market intelligence to the Vendor Management Team for enriching the approved vendor list.
  • Collaborate with the Vendor Management Team to ensure all proposed contractors/consultants are registered and pre-qualified.
  • Support the Vendor Management Team with reviewing and evaluating pre-qualification criteria (where applicable).
  • Conduct and evaluate project specific pre-qualifications (where applicable), to ensure proposed vendors meet the minimum requirements for project delivery.
  • Manage the completion and review of vendor selection documents that require approval from project stakeholders prior to tender publication.
Tender Preparation:
  • Collaborate with and advise project stakeholders to ensure tender documents (including Employer’s Requirements) are comprehensive and accurate to protect and manage company risk, liability, and exposure.
  • Ensure tender documents are compliant with applicable local laws and regulations based on the project location.
  • Ensure tenders are created on the relevant eSourcing Portal.
  • Ensure all relevant approvals are obtained prior to tender publication.
  • Accountable for ensuring tenders are published within the agreed timelines.
Tender Management and Evaluation:
  • Ensure any changes to tender documents are executed and communicated with vendors in a timely manner.
  • Ensure all tender clarifications are addressed and communicated with vendors in a timely manner.
  • Proactively monitor vendor participation and take necessary actions to mitigate the risk of either not receiving tender responses or receiving non-compliant responses.
  • Ensure all tender responses are opened with the agreed timelines.
  • Support project managers with conducting technical evaluations and preparing technical evaluation summary reports.
  • Conduct commercial analysis of tender responses and prepare commercial evaluation summary reports.
  • Present tender evaluation reports to senior management and make recommendations for shortlisting and negotiation.
Commercial Negotiation and Award:
  • Implement negotiation strategies that deliver the best results and value to DP World.
  • Participate in post tender clarification meetings and provide value-add input.
  • Conduct negotiations with shortlisted vendors to obtain best and final offers.
  • Prepare, present, and obtain approvals on final award recommendations.
Contract Preparation and Execution:
  • Development of high value project-related commercial documents and contracts (based on the method of construction / nature of the project).
  • Update contract documents based on any accepted deviations from the preferred vendor.
  • Convert tender documents to contract documents and implement contracts.
  • Issue and obtain approvals/signatures from relevant parties for commercial documents/contracts.
Contract Management Activities:
  • Collaborate with DP World Legal Counsel to seek assistance as and when required.
  • Ensure commercial contracts and activities are conducted in accordance with relevant company Quality Assurance Standards.
  • Providing support (as and when required) on any commercial, insurance or legal matters arising from procurement contracts.
  • Review and approve payment certificates related to executed commercial contracts.
  • Review and conduct negotiations for the resolution of any contractual disputes and claims.
  • Manage and settle contractual claims (if any).
  • Manage, analyse, and execute any addendums, amendments, and variation orders.
  • Review and advise on the Contract Closeout requirements.
  • Provide necessary support to the project management during the defect’s liability period from a commercial contract perspective.
  • Support project management with vendor performance management activities.
Other Tasks:
  • Applicable if role has direct or indirect reports - responsible for the management and leadership of an engaged team, promoting collaboration and ensuring that each is developed and evaluated against goals and objectives which are aligned, specific, measurable, attainable yet challenging, realistic and time bound.
  • Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviours in harmony with DP World’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies
  • Perform other related duties as assigned
QUALIFICATIONS, EXPERIENCE AND SKILLS: Qualifications:
  • Bachelor (or higher degree) in Civil Engineering (BEng (hons))
  • Knowledge of and relevant training in Contract Management (such as FIDIC certification)
Experience:
  • Minimum of 10 years of experience in contract management roles within large multinational organizations.
  • Proven track record of successfully delivering high-value commercial contracts (specifically within the construction sector).
  • Proven technical background and track record in contract administration and contract management activities (specifically within the construction sector).
  • Demonstrable knowledge of procuring major capital equipment and civil projects.
  • A demonstrable track record of delivering savings through best value procurement in a multi customer and service orientated environment.
  • Demonstrable knowledge of international contract law, procurement legislation (regionally or globally) and practices.
  • Proven ability to demonstrate a drive for results and accountability of business needs.
  • Proven ability to resolve project-related issues, decision making, and prioritizing deliverables.
  • Proven proficiency in MS Office products and experience with presenting to project stakeholders and senior management. Skills:
