Job Purpose

Manage, execute, and deliver multiple global Civil Tenders and contracts across DP World\'s business portfolio throughout the project\'s procurement cycle, including pre-tender phase, vendor selection and pre-qualification, tender preparation, tender management and evaluation, tender commercial negotiation and award, contract preparation and execution.

Ensure all tenders and contracts from a procurement perspective are delivered to meet the agreed requirements and expectations of project stakeholders.

Specialised in procurement processes and contract management activities of Civil Construction and consultancy Projects.

Key Accountabilities

Management of the procurement processes of multiple global projects across the DP World Group business portfolio.

Accountable for ensuring all procurement-related contracts are executed and managed to deliver the best value to DP World (completed on time, on budget and quality as per the agreed scope of works) and all tenders are conducted in a fair, transparent, auditable, and ethical manner (as per the Group Procurement Policy).

Collaborating with key project stakeholders (including Project Management, Business Development, Legal, Insurance, Regions and Business Units) to ensure the successful delivery of projects.

Provide support to the Group Procurement Dept. for developing policies and procedures, process improvement and document standardization initiatives.

Conduct cost control and value engineering activities in all relevant procurement phases.

To keep up to date with latest regulations, standards, legal requirements etc.

Support Internal and Government Audits with any project-related procurement queries.

Establish trusted relationships with project stakeholders and counterparts in global procurement departments across the Group.

Responsible for specific tasks in each project-related procurement phase, as explained herein:

Pre-tender Phase:

Identify the best procurement strategy and contract type to be executed for the project. This includes the project timescales, the scoring criteria and Identify and assess procurement-related risks to ensure adequate risk mitigation strategies are in place.

Tender Preparation:

Prepare the tender documents to be used during the procurement cycle and collaborate with and advise project stakeholders to ensure tender documents (including Technical Specifications and Contract Requirements) are comprehensive and accurate to protect and manage company risk, liability, and exposure.

Ensure tender documents are compliant with applicable local laws and regulations based on the project location.

Accountable for ensuring tenders are published within the agreed timelines.

Tender Management, Evaluation and Award:

Ensure all tender clarifications are addressed and communicated with vendors any changes to tender documents are executed and communicated with vendors in a timely manner.

Implement negotiation strategies that deliver the best results and value to DP World.

Lead and conduct commercial/price negotiations with vendors to obtain best and final offers.

Prepare and present project executive summary to obtain approvals on final award recommendations.

Contract Preparation and Execution:

Update contract documents based on any accepted deviations from the preferred vendor.

Issue and obtain approvals/signatures from relevant parties for commercial documents/contracts.

Qualifications, Experience and Skills

Bachelor (or higher degree) in Civil Engineering (BEng (hons))

Knowledge of and relevant training in Contract Management (such as FIDIC certification)

Experience:

Minimum of 10 years of experience in contract management roles within large multinational organizations.

Proven track record of successfully delivering high-value commercial contracts (specifically within the construction sector).

Proven technical background and track record in engineering design, contract administration and contract management activities (specifically within the construction sector).

Demonstrable knowledge of procuring major civil projects.

A demonstrable track record of delivering savings through best value procurement in a multi customer and service orientated environment.

Demonstrable knowledge of international contract law, procurement legislation (regionally or globally) and practices.
