Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing client organizational capabilities. The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required. This position requires experience defining civil defense planning assumptions and developing capabilities development plans to achieve the organizations target mandate and missions. Areas of focus for capability development include Search and Rescue, Coastal Security, and Critical Infrastructure Protection. SME must have experience defining core search and rescue mission areas and core competencies to enable these capabilities. Experience assessing the existing organizational design, identifying capability gaps, and formulating solutions is desired. The SME must be a Maritime Operations Subject Matter Expert with specific skills in maritime search and rescue, coastal protection and sea-based infrastructure security. The SME must also have a clear understanding of Coast Guard roles, responsibilities and organizations, and how those concepts and capabilities can be scaled and adapted to support establishing the desired client capabilities.
Essential Functions
Apply search and rescue experience to support the identification of required organizational capabilities and develop fully integrated solutions that deliver the required capabilities
Provide search and rescue subject matter expertise to support a high-level Roles and Missions Review
Apply appropriate concepts as the foundation for generating capabilities-based solutions
Understand and apply Coast Guard policies and doctrine to scale and adapt concepts and capabilities to meet client requirements
Analyze plans, programs, and interagency coordination measures of Search and Rescue organizational functions, operations, and capabilities in order to core missions and competencies
Review aeronautical and maritime regulations and navigational information such as radio facility carts, instrument approach procedure charts, aeronautical charts, maritime charts, etc.
Establish and maintain relationships with UAE Search and Rescue stakeholders and other agencies
Review requirements for the analysis of Search and Rescue policy, doctrine, and training methodologies to meet client requirements
Design short- and long-term strategic plans to ensure Search and Rescue, Coastal Protection, and Infrastructure Protection needs meet existing and future requirements
Required Qualifications
Retired Colonel (US, NATO, Australia) with extensive Coast Guard operational and planning experience
Excellent written and verbal communication skills
Demonstrated ability to work with minimal oversight in a variety of roles
Demonstrated management and planning skills
Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
Possess active US Secret or higher security clearance
Possess a valid US Passport (with more than 6 months to expiration)
Previous work experience in the Middle East is preferred
Education and/or Experience
Master\xe2\x80\x99s Degree in a Search and Rescue, Maritime Safety, or a related field
Coast Guard experience (US, NATO, Australia) in a capability development role
Minimum 5 years\xe2\x80\x99 experience at the State or National Level in planning, directing and coordinating multi-agency crisis response actions or education and training programs
Minimum 5 years\xe2\x80\x99 experience planning, coordinating or directing search and rescue for incidents, accidents, and disasters at the state or national level
Professional experience and knowledge of incident specific SAR plans, programs and resources
Thorough understanding of the various departments\xe2\x80\x99 and agencies\xe2\x80\x99 roles and responsibilities in SAR response and emergency preparedness planning
