Job Summary:

The Safety Officer (also referred to as Safety Engineer) is responsible for implementing and enforcing health, safety, and environmental (HSE) policies on construction sites. This role ensures that all activities comply with UAE labor laws, Dubai Municipality regulations, and international safety standards. The Safety Officer plays a key role in creating a safe work environment and preventing accidents, injuries, and unsafe conditions.

Key Responsibilities:

Develop, implement, and maintain site-specific HSE plans and procedures. Conduct regular safety inspections, audits, and risk assessments on-site. Ensure compliance with all applicable legal requirements (Dubai Municipality, Trakhees, EHS, DEWA, Civil Defence). Organize and lead toolbox talks, safety induction sessions, and safety training programs for workers and subcontractors. Monitor daily site activities and enforce safety protocols for all construction operations (scaffolding, lifting, electrical, etc.). Investigate incidents, accidents, or near-misses and prepare detailed reports with corrective and preventive actions. Maintain records of HSE activities, training attendance, equipment inspections, and PPE issuance. Collaborate with engineers, supervisors, and labor to maintain safe work environments. Ensure all workers are using appropriate personal protective equipment (PPE). Coordinate emergency response procedures and drills. Stay updated with local HSE laws and industry best practices.

Qualifications:

Bachelor's Degree in Engineering or Occupational Health & Safety (Civil/Mechanical/Electrical preferred). NEBOSH IGC certification (required). OSHA 30-Hour or equivalent safety training (preferred). Minimum 5 years of experience in a similar HSE role in construction projects (UAE/GCC experience preferred). Familiarity with Dubai Municipality safety requirements and construction approval processes. Knowledge of ISO 45001 and environmental standards (ISO 14001 is a plus).
