Safety Coordinator - Roads & Infrastructure
Sector: Construction - Roads & Infrastructure
Report to: Project Manager / HSE Manager
Job Summary
The Safety Coordinator will be responsible for ensuring the strict adherence to all health, safety, and environmental (HSE) regulations on our road and infrastructure construction sites. The primary focus of this role is to develop, implement, and monitor safety programs with a specific emphasis on RTA standards and the critical management of traffic diversion plans. The ideal candidate will be a proactive leader, a meticulous inspector, and a passionate advocate for a zero-incident culture.
Key Responsibilities
1. Safety Program Implementation & Compliance:

  • Develop, implement, and enforce the company's HSE management system in strict accordance with RTA regulations, local civil defense codes, and international best practices (e.g., OHSAS 18001 / ISO 45001).
  • Conduct daily site inspections and audits to identify potential hazards, unsafe behaviors, and non-compliance issues.
  • Ensure all work methods and site activities comply with the approved Project Safety Plan.
2. Traffic Management & Diversion Expertise:
  • Critical Function: Plan, implement, and monitor all Traffic Diversion Plans (TDP) as per RTA standards.
  • Conduct pre-implementation inspections of traffic signage, barriers, cones, and other control devices to ensure 100% compliance with the approved plans (MUTCD / RTA manuals).
  • Liaise with RTA representatives, traffic police, and subcontractors to ensure seamless execution of traffic diversions.
  • Monitor ongoing traffic flow and safety through work zones and recommend immediate corrective actions for any deficiencies.
3. Risk Assessment & Incident Prevention:
  • Conduct Job Hazard Analyses (JHA) and Task Risk Assessments (TRA) for all critical activities, especially those involving live traffic, excavation, heavy machinery, and overhead utilities.
  • Investigate all incidents, near-misses, and property damage to determine root cause and implement corrective and preventive actions.
  • Maintain accurate records of all incidents, inspections, and safety activities.
4. Training & Competence Assurance:
  • Develop and deliver effective toolbox talks, safety inductions, and specialized training sessions (e.g., work zone safety, excavation safety, forklift/plant safety).
  • Verify the competency of operators and workers for specific high-risk tasks.
5. Emergency Preparedness & Response:
  • Develop and maintain site-specific emergency response plans.
  • Organize and lead emergency drills (e.g., fire, medical, collapse) to ensure crew readiness.
6. Reporting & Documentation:
  • Prepare and submit daily, weekly, and monthly HSE reports to project and senior management.
  • Maintain all required safety documentation, including permits, training records, inspection reports, and equipment certifications.
Qualifications & Experience
  • Education: Bachelor's degree in Occupational Health & Safety, Civil Engineering, or a related field. A diploma with extensive experience will be considered.
  • Certification: Recognized HSE certification (e.g., NEBOSH IGC, IOSH Managing Safely) is required.
  • Experience:
  • A minimum of 5+ years of proven experience as a Safety Officer or Safety Coordinator.
  • Must have direct experience in Roads & Infrastructure projects, specifically with RTA.
  • Must have hands-on experience in the planning and implementation of Traffic Diversions on RTA projects.
  • RTA Approval:
  • RTA Approval as a Safety Officer is highly preferable and will be a significant advantage.
  • Candidates without RTA approval must demonstrate the ability and qualifications to obtain it promptly.
Required Skills & Knowledge
  • In-depth Knowledge: Thorough understanding of RTA HSE codes of practice, traffic management standards, and UAE construction safety regulations.
  • Hazard Identification: Expert ability to identify construction-related hazards (e.g., excavation, scaffolding, heavy lifting, hot work, live traffic).
  • Communication: Excellent verbal and written communication skills in English (Arabic is an advantage). Ability to effectively communicate with workers, engineers, and management.
  • Leadership & Influence: Strong interpersonal skills with the ability to influence behavior and drive a positive safety culture.
  • Problem-Solving: Proactive and analytical approach to problem-solving.
  • Technical Proficiency: Proficient in MS Office (Word, Excel, PowerPoint).
