Job Description

General Description of Role and Responsibilities: Participate in Reviewing contractor organization structure, staffing, resourcing strategy, site set up, logistic and temporary site facilities, project control system and construction methodology, quality systems and health and safety Security and environmental and the plan to execute the works according to their contract and recommend to the Contractor, Project Manager, and the Employer regarding the adequacy of these plans and suggest improvement and corrective action as required. Monitor and report to the Project Manager on the competency and conduct of the Contractors' personnel and, if necessary, recommend the transfer, disciplining, or removal of any staff, per the provisions of the relevant Contracts. Monitor and report to the Employer the Contractor plant and equipment and report to the Employer regarding adequate resourcing, suitability for purpose, operation condition, license, and testing. Monitor the ongoing progress of the works and drive the Contractor toward meeting the Contract Schedule's requirements. Evaluate construction sequence, resource allocation, work methodologies, productivity outputs, and the like and identify where improvements can be made to the Contractor(s). Participate in Monitoring and control with the existing Construction Supervisor or Engineer and establish and implement Quality Assurance and Quality Control (QA/QC) procedures. The QA/QC procedures shall be per the requirements of the Employer's quality policy. Monitor the activities of the Lead Consultants Construction Supervision team to ensure that Project quality procedures are followed and that the result is quality execution and workmanship. Part of this Monitoring shall take the form of audits of the Construction Supervision consultant or Engineer's QA/QC systems, which shall be undertaken at least once per quarter. Ensure that the Construction Supervisors/Engineers perform their services per their Contracts. Liaise with the Employer in developing strategic plans for commissioning the Works and witness all performance and acceptance testing. Participate in Advice and making recommendations to the Employer concerning factors such as Value Engineering and construction feasibility, suitability for local conditions, availability of materials and labour, time requirements for procurement and construction, compliance with HSSE requirements, compliance with sustainability programs, and potential impact on project costs and time. Perform other duties as assigned. Qualifications, Experience, Knowledge and Skills: A degree in Engineering is required. Postgraduate education, such as an M.Sc., is highly desired. A chartered certification such as PMP is expected. 15 or more years of experience in managing similar packages. Ability to think ahead, identify new opportunities and create new and innovative approaches to work-related issues. Strong Management and communication. Demonstrates a determination, desire to succeed and a wish to progress and develop. Excellent working knowledge of MS Office suite or Primavera. Excellent numerical and communication skills. Previous experience working within a professional PMC or Consultancy organization.
