Job Description

:

The Regional Head of HSQE (RHoHSQE) supports the management system and staff within each Region by providing information and data support, initiating, and coordinating research activities in support of selected procedures, programs, and objectives, and monitoring performance and trends throughout the various operating entities (Offices/Stations) within the Region. Engage, direct and support the activities related to the implementation, maintenance, and verification of the ABS Health, Safety, Quality, and Environmental (HSQE) Management System.

What You Will Do:
  • Supports the HSQE Policy and Objectives within the Region(s).
  • Motivate regional personnel in the use of the HSQE management system, promoting the use of the process approach, risk-based thinking, and improvement.
  • Administer the internal audit system within the Region(s), which includes scheduling and performance of internal audits, and will participate in corporate internal audits as required.
  • Assists auditees within the Region(s) concerning the resolution of related audit findings, including root cause analysis and corrective actions.
  • Facilitate and act as an escort during external audits within the Regions(s).
  • Engage, direct and support HSQE activities in the Region(s) as directed by the Corporate HSQE department regard.
  • Facilitates the integration of the ABS Health & Safety Culture into disciplines and tasks throughout the Region(s).
  • In conjunction with Corporate HSQE and other regional resources, investigates injury/illness, near miss, and unsafe working condition reports and verifies proper follow-up actions are taken to prevent a recurrence.
  • Coordinate, track, and trend customer feedback and customer surveys within the Region(s).
  • Review procedures and process instructions for compliance with HSQE management system requirements. This will also include the identification of potential areas for improvement.
  • Assists the Regional management team in the conduct of HSQE Continuous Improvement Steering Committee meetings.
  • Is a member of and actively participates in the ABS Corporate H&S Subcommittee.
  • In conjunction with Corporate HSQE and the Corporate Learning Organization, develops and delivers HSQE management system-related training programs.
  • Coordinates with Corporate HSQE to develop the annual regional management review summary.
What You Will Need:

Education and Experience
  • Qualifications from a tertiary institution within a relevant field of engineering or physical science (minimum two (2) years program); or
  • Qualifications from a marine or nautical institution and relevant seagoing experience as a certificated ship officer, and
  • Proficiency in the English language commensurate with the scope of statutory certification and services and, before assignment, with their future work.
  • Five (5) + years of experience in applicable discipline preferred.
Knowledge, Skills, and Abilities
  • Ability to gain a working knowledge of ABS classification processes as well as the Health, Safety, Quality, and Environmental Management Systems. Should include the following as a minimum:
  • Demonstrated understanding of formal management system processes and practices (process approach, risk-based thinking, PDCA (plan, do check, act)),
  • First-hand knowledge of shipboard, shipyard, and shop survey operations,
  • Understanding of accident/near miss health and safety investigations practices together with causal factor identification and implementation of corrective action.
  • The knowledge and ability to communicate effectively, both orally and in writing, concerning technical issues to laymen and experts.
  • Ability to act as an internal auditor for HSQE management systems as required.

Reporting Relationships:

The incumbent reports directly to the Vice President, of HSQE.
