JOB SUMMARY:

We are hiring for an emerging and fast-growing

private property developer based in Dubai

, seeking a highly experienced

Property Development & Operations Manager

to lead the end-to-end development, execution, and operational management of residential and mixed-use real estate projects.

This role is pivotal in ensuring each project's commercial and operational success -- from

land acquisition, feasibility, and design management

through to

construction delivery, asset performance, and investor satisfaction

, hands-on experience managing multiple stakeholders, and a results-oriented mindset to drive growth and maximize asset value.

KEY RESPONSIBILITIES:

Property Development & Project Execution

Lead the complete property development lifecycle, from concept to feasibility, and design approvals to construction and handover. Manage consultants, contractors, and authorities to ensure timely and cost-effective project delivery. Ensure all projects comply with

Dubai Land Department (DLD)

,

RERA

, and

municipal regulations

. Implement strict quality control, health, and safety standards across all construction activities.

Operations & Asset Management

Develop and execute operational strategies to enhance asset value and return on investment (ROI). Supervise property maintenance, vendor performance, and service-level optimization. Introduce best practices in property operations, sustainability, and lifecycle cost management.

Financial Planning & Business Control

Drive cost efficiency through budgeting, forecasting, and cash-flow management. Prepare and review feasibility studies, project financial models, and ROI analyses. Ensure financial compliance with company policy and statutory requirements. Monitor project profitability and operational KPIs for strategic decision-making.

Business Development & Stakeholder Relations

Identify new land acquisition, joint ventures, and development opportunities in Dubai and across emerging markets. Maintain strong relationships with

investors, consultants, contractors, authorities

, and

government departments

. Represent the company at property exhibitions, forums, and networking platforms to promote brand credibility and partnerships.

JOB REQUIREMENTS:

Qualification:

Bachelor's OR master's degree in civil engineering

, Construction Management, Real Estate, or Business Administration

. (Master's preferred).

Experience:

Minimum

10+ years

in

property development or real estate operations

, with at least

5 years in a senior leadership role

in the UAE. Proven track record managing

end-to-end real estate projects

from feasibility to handover. In-depth understanding of

UAE real estate regulations (RERA, DLD)

, development approvals, and construction workflows. Experience managing

multiple mixed-use or residential developments

simultaneously.

Technical Proficiency:

Strong command of

project management tools (MS Project, Primavera)

and

property management systems

. Financial acumen in budgeting, feasibility modeling, and cost control. Understanding of

sustainability and smart property technologies

is an advantage

Soft Skills:

Strong negotiation, stakeholder management and interpersonal skills in English (Urdu/Hindi preferred). Strategic thinker with hands-on leadership capability. Problem-solving ability and resilience under pressure. Entrepreneurial mindset with a drive for operational excellence and innovation.

Pay: AED15,000.00 - AED20,000.00 per month
